Job Description

Position Overview

The Project Director/Manager will lead the end-to-end implementation and management of the Bihar Skill Development Missions Knowledge Framework Portal (KFP), Learning Management System (LMS), eContent development, and state-wide operational support. This is a leadership role responsible for ensuring timely delivery, quality, compliance, and stakeholder satisfaction throughout the contract period

Key Responsibilities

  1. Project Leadership & Governance

    • Lead the planning, execution, monitoring, and closure of all project components: KFP, LMS, eContent, book printing/distribution, and operational support.
    • Establish and manage project governance structures, reporting lines, and escalation mechanisms.
    • Serve as the primary point of contact for BSDM and all stakeholders.
  2. Strategic Planning & Execution

    • Develop and maintain detailed project plans, timelines, and resource allocation for all deliverables (portal, LMS, eContent, books, manpower).
    • Ensure all project phases (requirement gathering, development, UAT, Go-Live, stabilization, O&M) are completed as per RFP timelines.
  3. Team Management

    • Oversee a multi-disciplinary team, including state/division/district-level managers, technical experts, developers, and support staff .
    • Recruit, train, and mentor team members; ensure performance management and capacity building.
  4. Stakeholder & Client Management

    • Liaise with BSDM officials, training centers, content experts, and other partners.
    • Facilitate regular reviews, presentations, and reporting to BSDM and other government bodies.
  5. Financial Management

    • Monitor project budgets, invoicing, and payment schedules as per contract terms.
    • Ensure cost control and compliance with financial guidelines.
  6. Reporting & Documentation

    • Prepare and submit periodic progress reports, MIS, dashboards, and documentation as required by BSDM.
    • Maintain comprehensive project records for audits and knowledge transfer.

Qualifications & Experience

  • Education:

     MBA/PGDM (preferred) with B.Tech/B.E. or equivalent in IT/Computer Science/Engineering.
  • Experience:

     Overall 12+ years of experience, minimum 3 to 5 years as project director/manager in managing large-scale government/skill development/IT projects, preferably in eLearning, LMS, or similar domains.
  • Domain Knowledge:

     Proven experience in project management, team leadership, government client handling, and technology implementation.

  • Strong leadership, organizational, and communication skills.
  • Understanding of software development lifecycle, eLearning/LMS platforms, and content management.
  • Experience in managing multi-location teams and large-scale deployments.
  • Analytical and problem-solving abilities.
  • Financial acumen and contract management.
  • Stakeholder engagement and client relationship management.
  • Familiarity with government procurement, compliance, and reporting processes.

Reporting & Location

  • Reports to: Senior Management.
  • Location: Patna, Bihar (with state-wide travel as required).
