The MEL Specialist will lead the institutionalisation and operationalisation of robust Monitoring, Evaluation, and Learning (MEL) systems across programmes, enabling evidence-based decision-making, strategic learning, and greater impact accountability. This role will closely coordinate with programme and research functions to ensure that project design, delivery, and assessment are anchored in data, learning, and impact.
● MEL System Strengthening and Rollout
○ Lead the rollout and continuous improvement of the institutional MEL framework across programmes.
○ Establish clear roles, responsibilities, and workflows across teams for consistent MEL data entry, analysis, and reporting.
○ Integrate MEL into programme lifecycle - from design to evaluation.
○ Support programme leads in developing theory of change, results frameworks, logical frameworks, and KPIs.
● Data Management, Analysis and narrative building
○ Ensure data quality, integrity, density, and recency across programmes through well-defined data pipelines.
○ Conduct quantitative and qualitative analysis of MEL data to derive actionable insights, raise red flags, and track impact, and bring it all together to build narrative for CEEW impact.
○ Develop dashboards, data visualization tools, and periodic reporting templates for internal and external audiences.
○ Custodian of primary data sets created by CEEW.
● Learning and Strategic Engagement
○ Facilitate learning reviews and reflection sessions at project and programme levels.
○ Coordinate strategic planning processes, mid-term reviews, and impact measurements in collaboration with DoP, senior programme manager and team leads.
○ Promote a culture of learning and adaptive management across the organisation.
● Capacity Building & Technical Support
○ Build internal MEL capacity through training, workshops, and coaching support for programme teams.
○ Stay abreast of sectoral MEL innovations, data tools, and global best practices, and integrate them contextually.
○ Support donor reporting, evaluation studies, and impact assessments aligned with funder requirements.
● Postgraduate degree in Economics, Public Policy, Data Science, Environmental Studies, Development Studies, or a related field.
● Minimum 6-8 years of progressive experience in M&E, Impact Evaluation, preferably in nonprofit, development, or research settings.
● Experience in managing MEL systems for complex research institutions or multi-stakeholder projects.
● Familiarity with environment, energy, or water sector projects.
● Strong knowledge of MEL frameworks (OECD-DAC, LogFrame, RBM, ToC), evaluation methodologies, and learning systems.
● Experience with data analysis (quantitative and qualitative), good to have experience in tools such as Nvivo, SPSS , Power BI, Excel, R, STATA, or similar and with different data collection tools such as Survey CTO.
● Demonstrated experience in working across multi-disciplinary teams and facilitating cross-organisational learning.
● Excellent written and verbal communication skills in English.
● Ability to think strategically and translate data into insights for decision-makers.
