Lead Regulatory support (D)

Purpose/Objective

Lead Regulatory support (T&D) is responsible to oversee the compliance of regulatory procedures and directives for the transmission and distribution network planning, including the preparation and submission of capex and opex plans, tariff petitions, and license amendment petitions. The role involves coordinating with various internal and external stakeholders to ensure accurate data compilation, regulatory compliance, and successful execution of transmission schemes and projects.

Key Responsibilities of Role

Lead Regulatory support (T&D) Regulatory Compliance and Submission: Ensure timely and accurate submission of capex and opex plans, tariff petitions, and license amendment petitions to MERC. Review compiled regulatory documents, including DPRs, NDPRs, and MTR petitions, to ensure compliance with MERC guidelines. Transmission Scheme Planning: Develop and coordinate transmission schemes in collaboration with the Network Planning team. Prepare and submit five-year investment plans/Rolling plan with load justification to MERCSTU Financial and Business Planning: Facilitate the finance team in obtaining financing by providing necessary support. Compile, review, and submit annual business plans, capex and opex budgets for transmission, and scheme closing reports in alignment with business objectives and MERC norms. Tariff Petitions: Prepare and submit details related to capex and capitalization of approved MERC schemes and projections for the remaining MYT period for consideration in ARR during MYT/MTR petitions. Respond to MERC queries during ARR proceedings. O&M Agreements and MoUs: Compile and negotiate O&M agreements with other licensees. Prepare and execute MoU documents, ensuring relevant clauses and inputs are incorporated from AEML’s legal team. Responding to Regulatory Queries: Address data gaps and queries raise by MERC and other regulatory bodies by extracting, compiling, and analyzing relevant data. Attend meetings with regulatory bodies to provide explanations and justifications for submitted documents. Benchmarking and Compliance: Compile, review, and submit benchmarking documents comparing key business and network parameters with national and international entities. Ensure compliance with QMS, IMS, and AMS standards, aiming for zero non-conformances and high customer ratings. Regulatory Monitoring and Analysis: Analyze regulatory changes and communicate them to internal stakeholders for DPR preparation. Provide comments on draft regulations and collaborate with the sectional head for finalization. Ensure timely quarterly DPR submissions. Budget Preparation and Monitoring: Ensure preparation of the annual budget as per management directives, ensuring completion and circulation by the 10th of each month. Monitor and control budget expenses, prepare purchase requisitions (Capex, OpEx, and HVDC), and create MIS reports. Facilitate the creation, review, and submission of capital expenditure (Capex) and operational expenditure (OpEx) plans in alignment with MERC guidelines. Qualifications and Experience

Educational Qualification: Bachelor's Degree in Electrical Engineering Work Experience (Range of years): 8-10 years Preferred Industry: Experience in transmission and distribution network planning and regulatory support
