JOB Summary - The Proposal Lead will be responsible for end-to-end proposal management for large EPC tenders in the oil & gas and petrochemical sectors.
- The role demands strong technical understanding, cost engineering skills, bid strategy expertise, and hands-on experience in coordinating cross-functional teams to deliver compliant, competitive, and timely technical & commercial proposals.
Responsibilities : - Lead complete proposal / tender lifecycle for EPC / LSTK / FEED bids including RFQ evaluation, strategy, coordination, preparation, submission, and clarifications.
- Review RFP / ITB documents, scope of work, specifications, contracts, and identify risks, deviations, deliverables, and key evaluation criteria.
- Coordinate with engineering, procurement, estimation, planning, finance, and legal teams for technical and commercial inputs.
- Develop cost estimates, pricing strategy, bid summaries, and value engineering options to optimize competitiveness and profitability.
- Prepare technical write-ups, compliance matrices, method statements, and execution plans as required for proposal submissions.
- Lead bid review meetings, risk reviews, management approvals, and interface with clients for pre- and post-bid clarifications.
- Track tender pipelines, maintain proposal databases, and ensure lessons learned and continuous improvements are implemented.
- Support contract handover to execution team post award ensuring alignment of scope, assumptions, deviations & commitments.
Technical and Industry Experience:
- 10 15 years of proposal experience in large EPC projects for Oil & Gas / Refinery / Petrochemical plants/Water treatment plants with major EPC contractors or consultants
- Strong exposure to Oil & Gas / Refinery / Petrochemical EPC projects (Onshore, Offshore preferred).
- Knowledge of process, mechanical, piping, civil, electrical & instrumentation interface in bids.
- Understanding of international codes, standards, and contracting models (EPC / Lump Sum / Reimbursable).
- Experience in cost estimation, BOQ preparation, bid strategy, commercial terms & risk assessment.
- Familiarity with bid tools, scheduling tools (Primavera/MSP), ERP systems (SAP/Oracle) is a plus.
- Track record of managing high-value and long-lead packages under strict schedule and cost targets
Skills & Requirements : - Bachelors/master s degree in chemical/mechanical or equivalent.
- 10 to 15 plus years of experience in Proposals in EPC projects
- Proven experience handling complete bid lifecycle from RFQ review to submission and post-bid clarifications.
- Strong understanding of EPC execution, project cost structures, BOQ development, productivity norms & risk elements.
- Proficiency in reading and interpreting ITB / RFP documents, specifications, technical datasheets & contract clauses.
- Hands-on experience in cost estimation, pricing strategy, bid tabulation, and value engineering.
- Exposure to contract terms (EPC, LSTK, Reimbursable), disclaimers, deviations, commercial conditions, LDs & liabilities.
- Ability to coordinate cross-functional inputs with engineering, procurement, planning, finance and legal teams.
- Strong documentation, report writing, and presentation skills.
- Ability to handle multiple tenders simultaneously under tight deadlines.
- Strong analytical, commercial and negotiation sense with client-facing exposure.
