Reporting To: Project HSE Manager / Construction Manager

Employment Type: Onsite (Project-Based)

1. Purpose of the Role

To ensure strict compliance with Health, Safety, and Environmental standards across high-risk brownfield construction and modification activities, including Pipe Rack, Boiler, Substation, ETP, and PEB areas, with a focus on preventing incidents, enforcing safe work practices, and supporting emergency preparedness.

2. Key Responsibilities

Implement and monitor the project’s HSE Management System in alignment with corporate and regulatory requirements.

Conduct daily safety inspections, audits, and behavioral safety observations in designated work areas.

Oversee permit-to-work (PTW) system implementation, including hot work, confined space, lifting, and electrical isolation.

Lead/toolbox talks and safety inductions for contractors and workforce.

Investigate incidents, near misses, and non-conformances; ensure timely closure of corrective actions.

Verify emergency escape routes, muster points, and fire protection systems are functional and compliant.

Monitor mechanical, civil, electrical, and instrumentation work for HSE compliance during brownfield execution.

Coordinate with subcontractors to ensure their HSE plans, training records, and competency certifications are valid and enforced.

Maintain HSE records, statistics, and reporting dashboards as required by project protocols.

3. Qualifications & Certifications

Bachelor’s degree or General Graduate in any discipline.

Valid certification in HSE qualification.

Fire & Safety diploma or Industrial Safety certification preferred.

First Aid and CPR certification mandatory.

Competency in local (India) HSE regulations (e.g., Factories Act, OISD guidelines) is required.

4. Experience Requirements

5–10 years of hands-on HSE experience in brownfield oil & gas, petrochemical, or heavy industrial projects.

Proven experience in Pipe Rack, Boiler, Substation, ETP, and PEB construction/modification environments.

Demonstrated expertise in managing HSE for multi-discipline work (Mechanical, Civil, Electrical, Instrumentation).

Prior exposure to emergency escape planning, plant modifications (P&M), and shutdown/hook-up activities is essential.

Experience working in fabrication yards or industrial facilities in India is strongly preferred.

5. Key Competencies

Strong knowledge of risk assessment methodologies (JSA, HAZID, LOPA).

Excellent communication and enforcement skills in multicultural, multi-contractor settings.
