Job Description

Role & responsibilities

  • Lead and manage end-to-end procurement of technical and specialized items, including IT hardware, networking systems, laboratory equipment, laptops, desktops, servers, and related infrastructure.
  • Participate in the development of bid strategies, including preparation of Bidders Lists, identification of potential bidder risks, and meetings with prospective subcontractors and suppliers.
  • Review complete project estimates and ensure accurate setup in the purchasing system, including budgets, cost codes, and target buy dates.
  • Develop and standardize subcontract and purchase order project standards in coordination with the Project Executive, including compliance with FAR requirements where applicable.
  • Review plans, technical specifications, and addenda, and promptly notify Operations of any discrepancies or risks identified.
  • Coordinate and integrate scopes of work across design consultants, partners, and stakeholders into the procurement process.
  • Verify and ensure that bidders and subcontractors are technically and commercially qualified prior to discussions or negotiations.
  • Review and evaluate technical and commercial quotations, including inclusions, exclusions, clarifications, and qualifications.
  • Support and continue subcontracting plan efforts by attending outreach events, documenting participation, and researching qualified subcontractors to ensure compliance.
  • Develop detailed Scopes of Work (SOW) for each trade, obtain project management approvals, and review scopes with prospective subcontractors.
  • Prepare and issue subcontracts and purchase orders for processing by the Purchasing Administrator.
  • Work closely with project teams to resolve conflicts in contract documents, specifications, and commercial terms.
  • Negotiate terms and conditions with subcontractors and suppliers, including obtaining internal approvals for deviations from standard terms and conditions.
  • Build and maintain strong, collaborative relationships with customers, design teams, subcontractors, suppliers, OEMs, and user groups, aligned with company values.
  • Conduct and participate in Central Purchase, Internal, and Local Purchase Committee meetings, and attend other HOD meetings related to procurement requirements.
  • Supervise the maintenance and timely renewal of AMC / ARC / Insurance records and related compliance documentation.
  • Promote the organizations Creed, vision, and purpose through service excellence, talent development, and ethical choices.
  • Ensure strict cost control, negotiate best commercial terms, and achieve value-driven procurement.
  • Implement and enforce fair procurement practices, transparent policies, and healthy competition across all purchasing activities.

Preferred candidate profile

  • Degree in Engineering, Technology, or Supply Chain Management.
  • Extensive experience (15+ years) in procurement, with strong specialization in technical purchases such as IT, networking, and laboratory equipment.
  • Proven expertise in vendor qualification, contract negotiation, and large-scale technical procurement.

Preferred experience in educational organization or Universities
