General Manager - Land Acquisition and R&R

Purpose/Objective

Responsible to lead the Land Acquisition and Rehabilitation & Resettlement processes for a coal mining business. The role involves strategic decision-making, budget development, stakeholder collaboration, and overseeing legal matters related to land procurement. Also, responsible for ensuring that all land acquisition and R&R activities are carried out efficiently at all sites in compliance with regulatory requirements.

Key Responsibilities of Role

Strategic Land Acquisition: Develop and implement LA&RR strategies to manage the procurement of private, government land and Creation of land bank for CA purpose to support site projects, aligning with the company's growth objectives. Lead and manage the LA&RR teams across all sites, fostering a culture of consistency and effectiveness in executing land acquisition and resettlement tasks. Evaluate market analysis to inform land acquisition strategies, optimizing profitability and ensuring sustainable business expansion. Conduct negotiations for land acquisition agreements. Introduce risk management practices to anticipate and mitigate potential obstacles in land acquisition and R&R initiatives. Rehabilitation and Resettlement: Develop and oversee the implementation of comprehensive rehabilitation and resettlement plans, aiming to minimize disruption to affected communities. Engage with community representatives purposefully to address concerns and facilitate a smooth resettlement process. Secure necessary approvals from senior management for land acquisition and rehabilitation plans, demonstrating the value and viability of each project. Financial Planning and Budget Management: Develop comprehensive budgets for forest diversion and land acquisition processes for all sites, ensuring financial resources are allocated effectively to meet project timelines. Oversee the financial aspects of the LA&RR department, implementing cost-control measures to enhance fiscal efficiency. Provide financial reporting to senior management, illustrating the fiscal health and progress of land acquisition activities for each project. Regulatory Compliance and Governance: Ensure all land acquisition and R&R activities comply with regulations and company policies, maintaining the integrity of operations. Oversee and manage legal and court matters, including title verification and lease settlements, to uphold legal standards and accelerate project execution. Implement governance frameworks to standardize LA&RR procedures across all sites, promoting accountability and transparency. Liaise with governing bodies and regulatory agencies to ensure compliance and address any concerns related to land acquisition and resettlement. Stay informed about legislative changes impacting land acquisition and environmental policies, adapting strategies to maintain compliance. Team Leadership and Development: Guide the land acquisition and R&R team with clear direction and purpose, fostering a culture of excellence and ethical practice. Develop and execute rehabilitation plans for project-affected individuals, prioritizing their well-being and facilitating their integration into new communities. Address and resolve any escalations related to land clearance, ensuring the team is equipped to handle challenges effectively. Digitalization: Ensure digitalization of land procurement process and documents across the sites.

Technical Competencies

Qualifications and Experience

Educational Qualification: Bachelor's degree in Business Administration, Real Estate, Law, Mining Engineering, or a related field. Master's in Business Administration preferred. Work Experience: 15-20 years of work experience in relevant field.
