Position Summary
The Energy and Cooling Solutions Liaison will be embedded within the Tamil Nadu Housing Department and serve as a key technical and coordination resource to support the implementation of building energy efficiency strategies under the India Cooling Action Plan (ICAP). The role focuses on promoting climate-responsive building design, especially passive cooling solutions, enhancing institutional capacity, and driving the integration of energy-
efficient practices into ongoing and upcoming housing projects. This position requires strong technical knowledge, strategic coordination skills, and the ability to operate effectively within a government setting to support transformative change in affordable housing in Tamil Nadu.
Key Responsibilities
1. Embedded Liaison and Technical Resource
Operate from within the Tamil Nadu Housing Department and serve as the primary liaison on energy efficiency and cooling solutions.
Provide ongoing technical support and policy guidance to department officials and project teams.
Help revise procurement and construction specifications to align with energy efficiency and sustainability best practices.
Facilitate the adoption and monitoring of Passive Cooling Design Solutions in state-led residential and affordable housing initiatives.
2. Promote Passive Cooling Solutions
Drive the mainstreaming of passive design strategies tailored to Tamil Nadu’s climate conditions.
Develop guidelines and promote climate-responsive architecture across public housing projects.
Collaborate with architects, engineers, and construction teams to ensure passive cooling is embedded from the design phase.
3. Institutional Capacity Building
Design and deliver targeted training programs for Housing Department staff, engineers, and field personnel.
Organize bilingual (Tamil and English) workshops, seminars, and stakeholder meetings to strengthen institutional awareness and capabilities.
Create toolkits, manuals, and reference materials for use by both government and private sector stakeholders.
4. Intervention Mapping and Monitoring
Map existing and planned housing and infrastructure projects for opportunities to integrate energy-efficient solutions.
Maintain project databases and dashboards tracking implementation progress and key outcomes.
Document lessons learned and identify replicable models for scale-up.
5. Expert Coordination and Technical Collaboration
Coordinate with subject matter experts in passive cooling, building physics, and energy-efficient construction.
Support pilot project design, technical evaluations, and field demonstrations.
Contribute to policy dialogues, regulatory updates, and planning frameworks informed by on-ground learning.
Qualifications
Educational Background:
Bachelor’s degree in Architecture, Building Sciences, Civil/Environmental Engineering, or related disciplines.
Master’s degree preferred.
Professional Experience:
2–4 years of relevant experience in sustainable building design, energy efficiency, or climate-responsive architecture.
Experience working with government departments or urban housing programs is highly desirable.
Exposure to frameworks such as EcoNiwas Samhita, ICAP, or green building certifications is an advantage.
Skills and Competencies:
Strong understanding of passive design strategies, thermal comfort, and building energy performance.
Excellent communication and coordination skills, including stakeholder engagement within government systems.
Proficiency in technical documentation, reporting, and basic data analysis.
Fluency in English; working knowledge of Tamil is highly preferred.
Work Mode
This is a full-time position based in Chennai, working from within the Tamil Nadu Housing Department. Occasional travel to Auroville or other project locations may be required.
