The Role
The Manager, TSU (Program Operations) will provide technical and operational support for the pilot and scale-up of in-line chlorination devices (ILC) as part of our India's Safe Water program in Odisha. Reporting to the Senior Manager TSU (Team Lead), this role will focus on program operations, device demonstrations, troubleshooting, and technical assistance to the Odisha Rural Water Supply & Sanitation (RWSS) department. This is a field-intensive role requiring up to 50% travel within the state to support implementation across Single Village and Multi Village water supply schemes.
Responsibilities
- Provide technical assistance to Odisha RWSS engineers and contractors in installation, commissioning, and troubleshooting of ILC devices across the state
- Conduct field visits and oversee device demonstrations across diverse Single Village and Multi Village scheme types
- Support RWSS in monitoring and reporting device performance, including chlorine dosing levels and functionality
- Assist in developing SOPs, training modules, and IEC materials for pump operators, contractors, and engineers
- Provide inputs into state O&M frameworks and contribute to technical recommendations on device efficacy and suitability
- Support the Senior Manager in preparing technical documentation, progress reports, and dashboards for the department
- Build working relationships with RWSS engineers, contractors, and local institutions to strengthen implementation capacity
- Ensure timely collection and reporting of field data for monitoring and evaluation purposes
Requirements
Essential
- 5-7 years of experience in the water, sanitation, or WASH sector including 3 years in large-scale program operations and implementation
- PMU or government advisory related experience with state government departments in Odisha
- Expert proficiency in Oriya (spoken and written)
- Strong project management skills with ability to develop and implement plans, maintain project trackers, and report progress on a weekly, monthly, and quarterly basis
- Strong analytical, problem-solving, and technical report writing skills
- Good communication skills with the ability to engage effectively with government officials and internal team members
- Proficiency in MS Excel (advanced) and Google Sheets
- Willingness to travel within Odisha up to 50% of the time
Desirable
- Bachelor's degree in Engineering (Civil, Mechanical, Environmental, or related field)
- Master's degree in Public Policy, Management, Public Health, Water Resources, or a related field
- Prior experience working with RWSS or related government departments
- Experience in rural water infrastructure and treatment, O&M of piped water supply
- Proficiency in Power BI/Tableau and statistical software (R/Stata)
- Expert written and verbal proficiency in English and Hindi\
