Civil Engineer

We are looking for a Civil Engineer with specialized experience in Government Billing and Site Execution. The candidate must be thoroughly familiar with the procedures of departments like PWD, CPWD, NHAI, or Irrigation. The core responsibility is to ensure all work is recorded in the Measurement Book (MB) and bills are processed as per government norms. Key Responsibilities 1. Government Billing & Documentation (Priority) MB Management: Timely and accurate entry of all site measurements into the Measurement Book (MB) as per departmental standards. Abstract & Preparation: Preparing Abstract of Cost and RA (Running Account) bills based on the recorded measurements. SOR Knowledge: Applying the correct Schedule of Rates (SOR) for various items of work. Extra Item Claims: Preparing justifications and rate analysis for any extra items or deviations not included in the original tender. Liaison: Coordinating with Junior Engineers (JE) and Assistant Engineers (AE) for measurement verification and bill signatures. 2. Quantity Surveying & Reconciliation Material Reconciliation: Preparing "Statement of Consumption" for materials like cement, bitumen, and steel to justify usage against government norms. BBS: Preparing detailed Bar Bending Schedules for structural works. Quality Records: Maintaining the "Request for Inspection" (RFI) records and Lab Test reports required for bill clearance. 3. Site Supervision Ensuring work is executed strictly as per the Technical Specifications of the contract. Managing site daily progress reports (DPR) to support billing timelines. Requirements & Qualifications Experience: 3–7 years in Government Civil Projects (Building). Education: B.E. / B.Tech or Diploma in Civil Engineering. Technical Knowledge: Expert in Manual MB Writing and Digital Billing. Proficient in MS Excel (complex billing sheets) and AutoCAD. Understanding of GCC (General Conditions of Contract) and SCC (Special Conditions of Contract). Liaison Skills: Experience in dealing with government officials for bill processing.
