Role Description

Chief Operating Engineer (Civil)


Key Responsibilities

Project & Operations Leadership

  • Overall responsibility for

    planning, execution, monitoring, and delivery

    of all ongoing and upcoming civil projects.
  • Ensure projects are completed

    on time, within budget, and as per approved quality and safety standards

    .
  • Establish and enforce

    standard operating procedures (SOPs)

    for execution across projects.

Technical & Engineering Oversight

  • Provide technical leadership for

    RCC structures, OHT/OHSR/UGT, water supply, sewer & storm water pipelines, roads, drains, and allied civil works

    .
  • Review and approve

    construction methodologies, drawings, mix designs, and sequencing plans

    .
  • Resolve critical technical and execution challenges across sites.

Cost, Planning & Billing Control

  • Monitor

    project budgets, cost variations, and profitability

    .
  • Oversee

    billing, certifications, extra items, and variation proposals

    .
  • Support management in

    rate analysis, claims, and contractual matters

    .

Quality, Safety & Compliance

  • Ensure strict implementation of

    QA/QC systems and safety protocols

    across all projects.
  • Ensure compliance with

    statutory, contractual, and departmental requirements

    .
  • Conduct periodic audits and performance reviews.

Client & Stakeholder Management

  • Act as the

    primary technical and operational interface

    with clients, consultants, and government authorities.
  • Lead high-level meetings and support resolution of project bottlenecks.
  • Assist in

    tenders, pre-bid meetings, and technical negotiations

    .

Team Leadership & Development

  • Lead and mentor

    Project Heads, Senior Engineers, Planning, Billing, and QA/QC teams

    .
  • Build a strong execution culture with focus on accountability and performance.
  • Support talent development and succession planning.

Qualifications
  • B.E. / B.Tech – Civil Engineering

    (Mandatory)
  • M.Tech / MBA (Project Management)

    – Preferred
Experience
  • 18–25+ years

    of experience in civil construction / infrastructure
  • Proven experience in

    senior leadership roles managing multiple projects
