Job Description

Project: NUA Odisha – Skill Development & Livelihood Training Program in Odisha

Job Purpose:

The State Head / Project Head will be responsible for overall planning, implementation, monitoring, and successful execution of the NUA Odisha Skill Development Project across assigned districts. The role ensures timely achievement of targets, compliance with government guidelines, quality training delivery, and effective stakeholder coordination.

Key Roles & Responsibilities

1. Project Planning & Execution

Lead end-to-end implementation of the NUA Odisha skill development project at the state level.

Prepare district-wise implementation plans, timelines, and manpower deployment strategies.

Ensure adherence to project guidelines, SOPs, and funding norms issued by NUA Odisha and concerned departments.

2. Team Leadership & Management

Recruit, manage, and guide District Coordinators, Center Managers, Trainers, Mobilizers, and Support Staff.

Conduct regular review meetings, performance assessments, and capacity-building sessions.

Ensure discipline, punctuality, and productivity across all project teams.

3. Training Center Operations

Oversee establishment and smooth functioning of training centers.

Ensure availability of infrastructure, trainers, training materials, and assessment readiness.

Monitor batch formation, attendance, training delivery, assessments, certification, and placement linkage (if applicable).

4. Mobilization & Target Achievement

Ensure effective candidate mobilization, enrollment, and batch commencement as per approved targets.

Track physical and financial targets and ensure timely completion.

Address ground-level challenges to avoid delays or dropouts.

5. Compliance, Documentation & Reporting

Ensure accurate documentation related to mobilization, training, assessments, certifications, and placements.

Review and submit daily, weekly, and monthly MIS reports to management and government authorities.

Coordinate audits, inspections, and third-party or Gov department verifications.

6. Stakeholder & Government Coordination

Act as the primary point of contact with NUA Odisha officials, district administrations, training partners, and other stakeholders.

Attend review meetings, inspections, and field visits with government officials.

Resolve issues raised by authorities promptly and professionally.

7. Financial & Resource Oversight

Monitor project budgets, expenses, and utilization as per approval.

Ensure timely submission of invoices, utilization certificates, and supporting documents.

Control costs without compromising training quality.

8. Risk Management & Quality Assurance

Identify operational risks and implement corrective actions.

Ensure training quality, trainer performance, and learner satisfaction.

Maintain high compliance standards to avoid penalties or project disruptions.

Required Qualifications:

Graduate / Postgraduate in Social Work, Management, Education, Rural Development, or related field.

Additional certification in Skill Development / Project Management preferred.

Experience

5 to 7 years of experience in skill development, livelihood, or government-funded training projects.

Or

Minimum 3–5 years in a leadership role such as State Head, Project Head, or Program Manager.

Prior experience in NSDC / DDU-GKY / PMKVY / NUA Odisha / CSR projects is highly desirable.

Job Type: Full-time

Pay: ₹25,000.00 - ₹45,000.00 per month
