Senior Proposals Specialist

Job Duties

Under general supervision, prepares comprehensive job analysis, proposals, and bid preparation for customer evaluation. Utilizes specialized technical and/or costing knowledge of company services in analyzing job requirements. Must be familiar with general proposal principles such as proposal terminology, teaming strategies, pricing models, and methods of analyzing competition. Provides technical and costing information for review by senior management. Requires a High School Diploma or equivalent and at least two years of field or relevant experience. Completion of an Undergraduate Degree in Business Administration, Marketing, Engineering, or similar disciplines preferred, and 5 years of experience is preferred.

• Halliburton India is seeking to hire a Senior Proposal Specialist to lead the preparation and submission of technical and commercial proposals, with a primary focus on tenders from Indian National Oil Companies (ONGC, OIL, Vedanta, etc.).
• The ideal candidate will have a strong understanding of the tendering landscape in India’s upstream oil & gas sector and will be responsible for ensuring proposals are fully compliant with client requirements and aligned with Halliburton’s bidding policies.
• This role requires close coordination with internal stakeholders across technical, finance, legal, and supply chain teams to compile and deliver high-quality bid submissions under tight timelines.
• In addition to external bid management, the candidate will own the internal bid approval process, including preparation of Bid Review Sheets, compliance approvals and alignment with regional and global governance standards.
• The position also demands maintaining market intelligence on upcoming tenders and historical bid performance. Candidates with relevant experience in upstream oil & gas proposals, particularly within the Indian NOC environment are preferred.
