Job Description

Position Overview


Responsible for supporting the Health, Safety, Security, Environment and Quality (HSSEQ) Performance of Wallem Shipmanagement as well as reviewing the performance of, providing feedback to, and ensuring continual improvement of nominated vessels


This position will also assist the Marine Safety Managers and General Manager with any tasks related to such work, promote a robust safety culture and ensure quality in the processes the company is operated with, and ensure compliance with regulations, company policies & procedures

 

Key Responsibilities & Accountabilities


  • Support the DPA & CSO in ensuring that WSMS is effectively implemented on managed vessels, and that assigned vessels are operated to, and maintained in compliance with the Company Management Systems to meet ISM /ISPS / ISO Standards


  • Develop, implement and manage a continuous improvement plan for the HSSEQ. Review and reporting of HSSEQ KPI's


  • Review, take necessary actions on, and closing out of reported Incidents and Near Misses. This includes ensuring the accuracy of identified root causes and corrective actions. To involve Technical and/or Operations Superintendents as applicable for this


  • Matrix Reporting Line to General Manager, Marine & Safety on the following:- Senior leadership

visit, Management reviews and advisories/bulletin


  • Monitor new regulations. Implement the requirements of the New Regulation compliance process. Track implementation status


  • Lead the Company's Tanker Management and Self-Assessment process. Assign ownership of individual TMSA elements to most appropriate department heads


  • Provide support to the Emergency Response Team during an emergency for advice on HSSEQ issues


  • Provide support to supporting, review, and approval of vessel’s Risk Assessments in accordance with SMS. Contributing to review and upgrade the Company Hazard Register and Generic Risk Assessment library


  • Promote and follow up on the processes regarding the tools made available to manage work safely onboard (E.g. Work Planning, Risk Assessments, Lock Out Tag Out, Permit to Work, Toolbox Talks, Stop Work Authority)


  • Compile the annual management review & quarterly management in collaboration with other department heads


  • Coordinate and compile the half yearly SMS review responses from ships


  • Compliance with Hot work process, review and support ships in hot work planning and controls


  • Review and provide relevant feedback to vessels on Safety Meetings in a timely manner


  • Review, take necessary actions, and close out of non-Conformities raised by the vessels


  • Support vessels in the implementation of our Safety Programs such as Resilience, Reflective Learning etc and safety campaign initiated from time to time


  • Advise vessels on Management of Change, taking necessary actions to execute, and review the effectiveness implementation


  • Monitor the vessel drills, review and analysis randomly, provide feedback, and ensuring lessons learned are effective


  • Conduct the internal ISM, ISPS, ISO14001, ISO9001, Navigation, Cargo, Cyber security, and Bunkering Audits; (b) safety and loss prevention training as applicable during sailing visits on vessels


  • Schedule, review, respond to, and close out of 3rd Party & remote Navigation Audits


  • Collaborate with various functions in achieving a zero-detention rate and overall satisfactory results with Port State Inspections


  • Monitor status and arrange annual flag state inspections where required, track and close out observations


  • Ensure that the vessels are following the company Drug & Alcohol policy, including the random D&A testing and BAC tests


  • Develop and implement SSP including annual review and SSAS testing. Conduct PMSC audits as directed


  • Provide support in the interviewing, approving, appraising, briefing, and debriefing of senior officers


Qualifications


  • Deck Officer Qualification with First Class Master Mariner License issued by an IMO White List Country; OR Degree in Nautical Sciences or other related discipline


Experience


  • Minimum of 2 years’ sailing experience as senior position (Second officer or above) onboard, or in a similar HSSEQ position ashore


Key Knowledge Areas


  • Good Knowledge of Marine Regulations and Industry Statutory Instruments
  • Good Knowledge of ISM, ISO, ISPS system and Industry Best Practice
  • Good Knowledge of Safe & Efficient Shipboard Operations
