Job Summary

The person will be responsible for planning, executing and monitoring skill development programmes under various Government of India schemes. The role includes liaisoning with government departments, managing tenders & contracts related to skill development, tracking and applying for relevant government opportunities, monitoring policies/schemes/websites, and ensuring programmes are implemented per norms and quality standards.

Key Responsibilities

  1. Programme Management

    • Lead the design, implementation, monitoring, and evaluation of skill development projects under GoI (e.g. PMKVY, DDU-GKY, schemes via NSDC, etc.).
    • Ensure compliance with scheme guidelines, funding norms, Common Norms.
  2. Tendering / Contract Management

    • Identify, evaluate and participate in government tenders related to skill development training, infrastructure, capacity building etc.
    • Prepare tender documents / proposals; ensure submission compliance; manage vendor / training partner contracts.
    • Oversee procurement and budgeting as per government and internal norms.
  3. Liaison & Stakeholder Engagement

    • Build and maintain strong relationships with central/state government departments (e.g. MSDE, NSDC, SSDM, Sector Skill Councils, State Skill Missions etc.), municipal and district level offices.
    • Coordinate at different levels (district/state/DC/secretariat) for approvals, compliance, inspections etc.
    • Represent the organisation in meetings / committees related to skill development.
  4. Monitoring & Reporting

    • Monitor project progress, training delivery, etc
    • Prepare regular reports for internal management and external stakeholders / funders / government agencies.
  5. Scanning & Opportunity Tracking

    • Regularly monitor government portals / websites for new scheme announcements, tenders, policy updates in the skill development space.
    • Analyse which opportunities align with organisations strengths; recommend strategy for bidding/participation.
  6. Support & Capacity Building

    • Provide support / guidance to training partners in proposal writing, compliance, preparing for audits.
    • Conduct capacity building workshops / orientation of trainers / partners on government scheme norms, common norms, new policies.

Qualifications & Experience

Bachelors degree in development studies / public policy / social sciences / business administration / vocational education or related field

Minimum 3-5 years experience in managing/governing skill development / vocational training programmes under Government of India / state govt schemes.

Demonstrated experience in liaisoning with government offices across levels (central, state, district).

Experience in drafting / managing tenders / contracts / proposals and tracking their execution.

Good understanding of government policies, common norms in skill development schemes, NSQF, SSCs, regulatory compliance etc.

Strong skills in monitoring, reporting, documentation.
