Junior Proposal Engineer

Job Summary

The Junior Proposal Engineer will be responsible for preparing accurate, credible, and communicable cost estimates for skid packages, ensuring alignment with company norms and procedures. The role requires reviewing and developing cost estimates, coordinating with vendors, and ensuring the timely submission of detailed technical and commercial offers.

Key Responsibilities

• Prepare Piping & Instrumentation Diagrams (P&ID) and Bills of Material (BOM) based on RFQs, P&IDs, or other applicable documents.
• Develop and submit detailed technical and commercial offers, including deviation and exclusion lists, as per client and project requirements.
• Obtain and review offers from vendors, negotiate better prices, and build strong relationships with key vendors such as subcontractors and suppliers.
• Plan and coordinate proposal activities to ensure deadlines for customer offer submissions are met.
• Address customers' technical queries (TQs) and participate in technical clarification meetings during the pre-order stage and kick-off meetings in the post-order stage.
• Understand and apply quality requirements, including radiography, Positive Material Identification (PMI), and Non-Destructive Examination (NDE).
• Demonstrate proven experience in the chemical injection skid industry.
• Possess knowledge of international standards related to pumps, tanks, vessels, piping, and other equipment, with familiarity in API 675, API 650, ASME Sec VIII Div 1, API 520/API 526, ASME B31.3, and ASTM standards.
• Have expertise in pumps, valves, mechanical piping, and instrumentation/electrical components.
• Prepare P&ID 2D drawings independently using AutoCAD software.
• Review and comment on vendor drawings.

Qualifications

• Graduate in Mechanical Engineering with minimum 3 years of experience as a Junior Proposal Engineer in the oil and gas industry.

Technical Competencies

• Proficiency in MS Project or equivalent project management software.
• Skilled in estimating software and expert in using computer spreadsheets.
• Ability to work effectively in a fast-paced, schedule-driven environment.
• Strong oral and written communication skills.
