Job Description

The HR Manager will oversee all human resources operations within the construction company, supporting both office staff and on-site project teams. This role ensures compliance with labor laws, manages recruitment for technical and field positions, promotes a safe and productive work environment, and drives HR strategies aligned with company goals.

Role & responsibilities

1. Recruitment & Staffing

  • Manage end-to-end recruitment for skilled labor, engineers, supervisors, and administrative staff.
  • Partner with project managers to understand manpower requirements for each phase of construction.
  • Maintain a database of subcontractors, labor suppliers, and trade-specific talent pools.
  • Oversee onboarding, orientation, and mobilization of new hires to project sites.

2. Employee Relations

  • Handle employee grievances, conflict resolution, and disciplinary actions fairly and consistently.
  • Promote positive relations between management, staff, and site workforce.
  • Conduct site visits to monitor workforce morale and address concerns.

3. HR Policies & Compliance

  • Develop and update HR policies in accordance with local labor laws and construction industry standards.
  • Monitor compliance with health & safety regulations in partnership with HSE teams.
  • Maintain accurate employee records, contracts, and documentation for audits or compliance checks.

6. Payroll & Benefits Administration

  • Coordinate with the finance team to ensure accurate payroll processing, attendance tracking, and timesheet verification.
  • Manage leave, overtime, allowances, and site-specific benefits.
  • Support compensation reviews and salary benchmarking.

7. Workforce Planning

  • Forecast manpower needs based on project pipeline and tender requirements.
  • Plan recruitment cycles to minimize delays in project execution.
  • Optimize workforce allocation between projects.

Qualifications & Experience

  • 10+ years of HR experience, preferably in the construction or engineering industry.
  • Strong knowledge of labor laws, construction workforce management, and safety compliance.
  • Experience working with diverse labor teams and site-based operations.
  • Excellent communication, problem-solving, and leadership skills.
