Job Description

Position Summary

The Chief Medical Officer (CMO) of Maharashtras 108 Ambulance Service plays a strategic and operational role in ensuring high-quality pre-hospital emergency care across the state. This position oversees clinical protocols, staff training, and compliance with the National Health Mission (NHM) and Maharashtra Emergency Medical Services (MEMS) standards.

Key Responsibilities

Clinical Governance

  • Develop and implement evidence-based medical protocols for trauma, cardiac, obstetric, pediatric, and infectious emergencies.
  • Supervise clinical performance of EMTs, paramedics, and call center medical officers.
  • Ensure timely updates to treatment algorithms based on national and international guidelines.

Quality Assurance & Training

  • Lead statewide Continuous Quality Improvement (CQI) initiatives.
  • Conduct audits of patient care records, response times, and clinical outcomes.
  • Design and oversee training modules for EMS personnel, including BLS, ACLS, and PHTLS.

Regulatory Compliance

  • Ensure compliance with NHM, CDSCO, and MEMS standards.
  • Liaise with the Directorate of Health Services, Maharashtra, and other regulatory bodies.
  • Support licensing, accreditation, and inspection readiness for ambulances and staff.

Emergency Operations Support

  • Provide clinical oversight during mass casualty incidents, epidemics, and natural disasters.
  • Guide dispatch centers on triage and medical prioritization.
  • Approve medical equipment and drug formulary used in ambulances.

Stakeholder Engagement

  • Collaborate with government hospitals, private healthcare providers, and public health officials.
  • Represent MEMS in medical advisory boards, policy forums, and community outreach.
  • Address clinical grievances and ensure patient-centric care delivery.

Qualifications

  • MBBS degree with specialization in Emergency Medicine, Public Health, or equivalent.
  • Minimum 10 years of clinical experience, with 3+ years in EMS or public health leadership.
  • Familiarity with Maharashtras public health infrastructure and NHM protocols.
  • Strong leadership, communication, and crisis management skills.
  • Experience with PPP models and large-scale healthcare operations is preferred.
