Job Description

An engineer for client and vendor billing on a construction and interior site is typically called a Billing Engineer or Quantity Surveyor. Their core responsibility is to manage the financial aspects of a project, ensuring accurate and timely billing for clients and payment processing for vendors and subcontractors.  Key duties and responsibilities Billing and invoicing: The primary duty is to prepare and submit interim (Running Account) and final bills to the client based on the work completed on-site. They also verify and process the bills submitted by subcontractors and other vendors. Quantity take-off and verification: The engineer calculates the quantities of materials and work executed by reviewing architectural and structural drawings. They then verify these measurements against the actual work done on-site. Rate analysis: For any work not covered in the original contract (extra items), the billing engineer prepares a detailed rate analysis to determine a fair and agreed-upon cost. Contract management: They must understand the terms and conditions of contracts with both the client and subcontractors to ensure all billing and payment procedures are compliant. Material reconciliation: The engineer tracks the quantity of materials purchased and delivered to the site versus the amount actually used to check for wastage and ensure accurate billing. Documentation and reporting: Maintaining meticulous records is crucial. They prepare and file measurement books, payment certificates, work progress reports (MIS), and material reconciliation statements. Coordination: The billing engineer serves as a liaison between the site team, project managers, clients, vendors, and the accounts department to ensure smooth communication and resolve any billing discrepancies. Cost control: By continuously monitoring project expenses against the budget, they help in effective cost management and keep the project financially on track.  Required skills and qualifications Educational background: A Bachelor's or Diploma in Civil Engineering is a standard requirement for this role. Some positions also look for degrees in a related field, such as interior design, for specific interior fit-out projects. Technical skills: Proficiency in Microsoft Excel for calculations and reporting is essential. Experience with AutoCAD for taking measurements from drawings and project management software like Primavera is also highly valued. Experience: Employers typically seek candidates with 2–7 years of experience, preferably with a background in construction or interior fit-out projects. Soft skills: Strong analytical skills, attention to detail, and good communication and negotiation abilities are vital for managing different stakeholders and resolving payment issues.
