Job Summary

The Billing Engineer is responsible for preparing, verifying, and managing project bills related to civil construction works. The role involves quantity measurement, rate analysis, preparation of RA bills, final bills, and coordination with site, planning, and accounts teams to ensure accurate and timely billing as per contract terms.

Key Responsibilities:

Billing & Measurement

• Prepare

  Running Account (RA) bills

  , interim bills, and

  final bills

  as per contract BOQ and drawings
• Record and verify

  site measurements

  jointly with client/consultant representatives
• Maintain Measurement Books (MBs) and ensure accuracy of quantities executed
• Prepare

  client bills

  and

  subcontractor bills

Contract & Cost Control

• Study tender documents, BOQs, drawings, and contract conditions
• Carry out

  rate analysis

  for extra items and non-BOQ works
• Track variations, deviations, and change orders
• Support preparation of claims, escalation, and reconciliation statements

Coordination & Documentation

• Coordinate with

  site engineers

  , planning team, QA/QC, and accounts department
• Ensure timely submission and follow-up of bills for certification and payment
• Maintain proper billing records, abstracts, and billing summaries
• Assist in audits and client reviews related to billing and quantities

Reporting

• Prepare monthly billing status, certified vs. submitted statements
• Track pending bills, deductions, and recoveries
• Support project cost and cash flow analysis

Qualifications

• Bachelor’s Degree / Diploma in

  Civil Engineering

Experience

• 4- 5 years

  of relevant experience in billing for civil construction projects such as buildings, roads, bridges, infrastructure, or industrial projects.

Skills & Competencies

• Strong knowledge of

  BOQ, measurement standards, and billing procedures

• Proficiency in

  AutoCAD

  ,

  MS Excel

  , and billing software (if applicable)
• Good understanding of

  contract conditions (FIDIC/General Conditions preferred)

• Analytical, detail-oriented, and well-organized
• Effective communication and coordination skills

Preferred Attributes

• Experience working with

  clients, consultants, and government authorities

• Knowledge of GST implications on construction billing
• Ability to work under deadlines and manage multiple projects
