Billing Engineer

Job Summary

We are seeking a meticulous and experienced Billing Engineer to manage all billing and quantity surveying activities for our construction projects. The ideal candidate will be responsible for preparing client invoices (RA bills), verifying subcontractor bills, and maintaining accurate financial records related to project quantities and costs. This role is critical for ensuring healthy project cash flow and financial control

Key Responsibilities & Duties

• Client Billing:
• Prepare and submit monthly Running Account (RA) bills to the client in the prescribed format.
• Take joint measurements of the work completed at the site with the client/consultant's representative.
• Prepare the final bill upon project completion, including reconciliation of all items.
• Track the status of submitted bills and follow up for timely certification and payment.
• Subcontractor & Supplier Billing:
• Receive, check, and certify bills submitted by subcontractors, suppliers, and other vendors.
• Verify quantities claimed by subcontractors against actual work done on site.
• Ensure subcontractor bills are in accordance with the work order terms, conditions, and rates.
• Quantity Surveying & Documentation:
• Prepare a Bill of Quantities (BOQ) from drawings and specifications.
• Maintain detailed and accurate records of measurements in Measurement Books (MB).
• Prepare rate analysis for extra items or variations not covered in the BOQ.
• Track variations from the original contract scope and prepare variation/claim statements.
• Reconciliation & Reporting:
• Conduct periodic reconciliation of major construction materials (cement, steel, etc.) to monitor consumption and minimize wastage.
• Prepare monthly cost reports, billing summaries, and cash flow projections.
• Assist the project manager in cost control and budget monitoring activities.
• Coordination:
• Liaise closely with the site execution team, planning engineers, and storekeepers to get accurate data on work progress and material usage.
• Coordinate with the finance and accounts department for invoice processing and payment records.

Qualifications and Skills

Required:

• Education: Bachelor's Degree (B.E. / B.Tech) or Diploma in Civil Engineering.
• Experience: 2-7 years of relevant experience as a Billing Engineer or Quantity Surveyor in a construction/infrastructure company.
• Technical Skills:
• Proficiency in reading and interpreting construction drawings and specifications.
• Strong knowledge of measurement standards (IS codes) and contract conditions.
• Advanced proficiency in MS Excel is mandatory (VLOOKUP, Pivot Tables, etc.).
• Working knowledge of AutoCAD for quantity take-offs.

Preferred:

• Experience with both building and infrastructure (roads, bridges) projects.
• Hands-on experience in rate analysis and cost estimation.
