Education

Required: BE/B.TECH/ MCA or higher;

Preferred:

Experience

a. Bid management experience of at-least 3 years in IT/ ITES procurement and related consultancy preferably in Network Security domain i.e. Security in LAN/ SWAN/ SDC in at least 2 projects. Out of these 2 projects, 1 project mandatory need to be in bid process management of Security domain in LAN/SWAN/SDC (with understanding in components like Firewall, IPS, IDS, VPN, etc.) and the 2nd project, can be a TPA/ Consulting in SDC/ SWAN/ LAN.

b. Resource with working experience in SOC shall be preferred

COMMON EXPERIENCE REQUIRED FOR ALL CONSULTANTS:

a.

i. Strong understanding of Bid evaluation principals, Networking Hardware specifications of major OEMs.

ii. Checking for compliances in data sheets of the products offered, drafting Comparison sheets, work plans, solution design compliance, financial evaluation, facilitate physical inspections, and related activities, etc

iii. Drafting WO, contracts as per RFP listing BOQ items, check if implementation is as per plan, calculating penalties as per RFP terms and SLAs, and support cum assist the Department in all related activities till installation & commissioning.

iv. Drafting technical documents as per the requirement of the Department.

v. Any other work as assigned by the Department

b.

i. Should have good interpersonal skills with experience in RFP preparation and Bid process management and monitoring implementation.

ii. Responsible to provide support/assist and undertake due & proper diligence as part of PMU to the Department in matters related in RFP compliance pertaining to State government as well as GFR rules, contracts management, vendor management and other related activities

iii. Shall be responsible for presenting the status cum project report to technical committees.

iv. Knowledge in public procurement process and guidelines, statuary laws and public procurement.

v. Assist Department in price negotiation/defining rates of reasonability during procurement

c. Projects Monitoring

i. To design monitoring mechanism for ensuring daily project reports.

ii. Identify the critical success factors for implementation projects as assigned by the State.

iii. To develop and establish suitable program monitoring framework for the State under guidance from the Department.
