Job Description

Cost Estimation and Budgeting:

    • Prepare detailed cost estimates for projects based on drawings, specifications, and other documents.
    • Assist in developing and monitoring project budgets to ensure cost control.
    • Prepare detailed BOQs, rate analysis, and quantity take-offs from drawings and GFC documents
    • Verify contractor and subcontractor bills, RA bills, and final bills as per contractual terms.
    • Monitor project cost variances and assist in cost optimization.
    • Support project teams in measurements, reconciliation, and quantity certification.

Take-Offs and Measurements:

    • Conduct quantity take-offs from engineering drawings.
    • Verify contractor billing and ensure accurate measurement of work completed.

Vendor and Stakeholder Coordination:

    • Collaborate with vendors, contractors, and internal teams to ensure project deliverables are met.
    • Evaluate vendor performance and provide feedback.
    • Prepare and review tender documents, contract agreements, and commercial terms.
    • Evaluate vendor/subcontractor techno-commercial proposals and provide recommendations.
    • Coordinate with procurement, planning, and project execution teams for commercial alignment.
    • Ensure compliance with CPWD norms, MoRTH/CPWD specifications, and other government guidelines.
    • Support claims management, variation orders, and dispute resolution

Risk and Value Management:

    • Identify potential project risks related to cost and suggest mitigation strategies.
    • Conduct value engineering to optimize cost without compromising quality.

Documentation and Reporting:

    • Maintain detailed records of project costs, variations, and progress.
    • Generate periodic reports on financial performance and project updates for management.
    • Maintain proper documentation of contracts, drawings, and commercial correspondences.
    • Prepare MIS reports, cost reports, and progress-related commercial data for management review.
    • Liaise with consultants, clients, and government authorities for project-related techno-commercial issues.
    • Ensure timely submission of bills, certifications, and contract-related documents.

Compliance and Standards:

    • Ensure all QS activities comply with relevant standards, regulations, and company policies.
    • Stay updated on industry trends, cost indices, and construction techniques.

Qualifications & Experience:

  • Education:

    B.Tech / B.E. in Civil Engineering (mandatory).
  • Experience:

    812 years of experience in Quantity Surveying & Techno-Commercial roles.
  • Prior experience in

    Central Govt. EPC projects

    with CPWD norms is essential.
  • Strong knowledge of contracts management, tendering, and billing.

Skills & Competencies:

  • Excellent knowledge of CPWD norms, IS codes, EPC contracts, and government procedures.
  • Proficiency in MS Excel, MS Project/Primavera, AutoCAD, and QS software.
  • Strong analytical and cost management skills.
  • Good negotiation, documentation, and communication abilities.
  • Ability to work with cross-functional teams and meet deadlines.
