Asst Manager - QS

Quantity Surveyor / Cost Estimation Engineer

Key Responsibilities:

1. Cost Estimation and Budgeting:

• Prepare detailed cost estimates based on drawings, specifications, and tender documents.
  
• Develop, monitor, and control project budgets to ensure financial efficiency.
  
• Prepare detailed

  BOQs, rate analyses, and quantity take-offs

  from drawings and GFC documents.
• Verify

  contractor/subcontractor RA bills, final bills, and payment certifications

  as per contractual terms.
• Track and report project cost variances and recommend corrective actions.
  
• Support project teams in

  measurement, reconciliation, and quantity certification

  processes.

2. Take-Offs and Measurements:

• Conduct accurate

  quantity take-offs

  from engineering drawings.
• Verify on-site measurements and ensure accuracy in contractor billing and progress reporting.
  

3. Vendor and Stakeholder Coordination:

• Collaborate with

  vendors, contractors, consultants, and internal teams

  for commercial alignment and timely deliverables.
• Prepare and review

  tender documents, contract agreements, and commercial terms

  .
• Evaluate

  techno-commercial proposals

  and provide recommendations for vendor selection.
• Ensure compliance with

  CPWD/MoRTH specifications, EPC standards, and government guidelines

  .
• Support in handling

  claims, variations, and dispute resolution

  .

4. Risk and Value Management:

• Identify potential

  cost and commercial risks

  and propose mitigation strategies.
• Conduct

  value engineering

  to optimize project costs without compromising quality or performance.

5. Documentation and Reporting:

• Maintain comprehensive records of

  cost data, variations, and progress reports

  .
• Generate

  MIS, cost, and financial performance reports

  for management review.
• Maintain proper documentation of

  contracts, drawings, correspondences, and certifications

  .
• Liaise with

  clients, consultants, and government authorities

  for project-related commercial matters.

6. Compliance and Standards:

• Ensure all QS and commercial activities comply with

  company policies, statutory norms, and CPWD standards

  .
• Stay updated with

  industry cost indices, construction materials, and technology trends

  .

Qualifications & Experience:

• Education:

  B.Tech / B.E. in Civil Engineering (mandatory).

• Experience:

  7 - 12 years in

  Quantity Surveying / Cost Estimation / Techno-Commercial

  roles.

• Preferred:

  Prior experience in

  Central Government / EPC projects

  with CPWD exposure.
• Strong understanding of

  contract management, tendering, and billing processes

  .

Skills & Competencies:

• In-depth knowledge of

  CPWD norms, IS codes, EPC contracts, and public sector procedures

  .
• Proficiency in

  MS Excel, AutoCAD, MS Project / Primavera, and QS software

  .
• Strong

  analytical, negotiation, and cost-control

  capabilities.
• Excellent

  communication, documentation, and stakeholder management

  skills.
• Ability to work collaboratively in cross-functional teams and meet tight deadlines
