refinery shutdown/turnaround business + execution

Key Responsibilities (KRAs)

1) Business Development + Tendering (Shutdowns)

• Shutdown/R&M opportunities identify karna, client interactions, site visit & scope understanding
  
• RFQ/Tender study,

  BOQ take-off

  , rate build-up, exclusions/assumptions, risk pricing
• Subcontractor/vendor quotations (scaffolding, cranes, NDT, insulation, machining, valve/PSV shops) finalize karna
  
• Contract negotiation support: payment terms, LD, scope boundaries, variation mechanism
  

2) Shutdown Planning & Mobilization

• TA readiness: job list, work packs, method statements, RAMS/JSA, WPS/WPQ readiness
  

• Resource plan

  : manpower, supervisors, tools-tackles, consumables, scaffolding/cranes, spares
• PTW/LOTO/Blinding matrix planning with client Ops/Inspection/Safety
  

3) Execution Ownership (Hot + Cold Jobs)

• Static + piping + rotary coordination: exchangers, columns/vessels, piping tie-ins, valve/PSV jobs, rotating overhauls, alignment, critical lifts
  
• Daily/weekly look-ahead, constraints removal, multi-agency coordination
  
• Quality gates: fit-up, welding control, NDT clearances, hydro/pneumatic/leak tests, punch closure
  

4) Safety & Compliance (Refinery Discipline)

• PTW enforcement: hot work, confined space, WAH, lifting/rigging
  
• LOTO/isolation/blinding discipline; gas testing & rescue readiness
  
• Stop-work authority + safety culture (TBTs, audits, near-miss closure)
  

5) Billing, Certification & Collections

• Measurement system (JMS/MB), RA bill preparation, variation/claims tracking
  
• Client certification closure + deductions reconciliation
  
• Finance coordination for

  payment follow-up / release

  (milestone wise)

6) Leadership & Controls

• Shutdown core team build & retain (execution, planning, QS/billing, safety, QAQC)
  
• MIS: productivity, cost tracking, manpower utilization, daily progress reporting
  
• Client relationship management & escalation handling
  

Must-Have Skills

• Refinery TA execution command + contractor management
  
• Tendering/BOQ/rate analysis + contract understanding
  
• PTW/LOTO/blinding/confined space mastery
  
• Billing/certification/collections workflow knowledge
  
• NDT coordination basics (UT/MT/PT/RT/PAUT exposure helpful)
