Tender Manager

The Tender Manager will lead and manage the end-to-end tendering process for coal transportation contracts, mining service tenders, wagon loading/unloading, material handling, and steel plant operation service tenders. The role requires strong understanding of mining logistics, government procurement norms, BOQ analysis, cost estimation, and on-ground operational knowledge.

• GeM, CPPP, State Mining Departments
• Review tender scope: coal transportation, OB removal, loading/unloading, CHP/OHP operations, mechanical service, housekeeping, etc.
• Conduct site assessments and operational feasibility checks
• Analyze tender BOQ, cost sheet, fuel consumption, manpower, machinery deployment, and logistics planning.
• Diesel rates
• Distance (Surface → Siding → Plant)
• Loading/unloading cycle time
• Machinery productivity
• Manpower & statutory compliance costs
• Prepare technical bids including methodology, safety plan, work execution plan, and equipment list.
• Coordinate with operations team for realistic cost inputs.
• Work orders, experience certificates
• Client performance certificates
• ISO, PF/ESI, GST, PAN, Balance Sheets
• Equipment ownership/leasing documents
• Ensure compliance with mining laws, safety norms, DGMS & environmental requirements.
• Maintain up-to-date vendor registration with SAIL, CIL subsidiaries, state mining departments, and steel plants.
