As one of the largest non-governmental organisations in the country, Pratham focuses on high-quality, low-cost and replicable interventions to address gaps in the education system. Working directly with children and youth as well as through large-scale collaborations with government systems, Pratham programs reach millions of lives every year. Pratham’s Teaching at the Right Level (TaRL) approach has demonstrated proven impact on children’s learning outcomes and is now being adapted to contexts outside India.


Project Summary

Pratham is implementing a project to strengthen the education system by embedding competency-based education, value education through sports and environmental awareness into teaching and learning practices. A central focus of the project will be to bring systemic alignment in the implementation of competency-based education, which involves reviewing state and national policies, adapting curricula, reforming assessment practices, and building teacher capacities so that learning becomes outcomes-focused and future-ready. Innovative approaches, including the Sport Values in Every Classroom Toolkit (SViECT), will be used to bring these values into classrooms in practical and engaging ways. At the same time, the project will study greening education and climate change integration in the education system by reviewing the activities of the Eco-clubs, developing climate-responsive learning resources. 


Position Summary

The Technical Expert will be responsible for reviewing and aligning curriculum, teacher training, and assessment practices with 21st-century learning goals. The role involves conducting systematic analyses of policy documents, textbooks, and instructional materials, designing tools for data collection and classroom observation, and developing recommendations to strengthen competency-based education and assessment frameworks. The Technical Expert will work closely with educators, training institutions, consultants and policymakers to ensure that curriculum and assessment systems are coherent, inclusive, and responsive to the needs of learners.


Key Responsibilities

Curriculum & Assessment Review

  • Review education policies, curriculum frameworks, and teacher training programs to assess the integration of 21st-century/work-ready skills at the policy, school, and classroom levels.
  • Code documents against a skills taxonomy (communication, collaboration, creativity, digital literacy, citizenship) 
  • Identify gaps and draft actionable recommendations
  • Ensure curriculum reviews and assessment frameworks integrate gender-sensitive, inclusive, and disability-responsive indicators



Assessment Innovation

  • Design and propose competency-based assessment frameworks aligned with the National Education Policy, the National and State Curriculum Framework
  • Develop tools, matrices, and visuals (e.g., skill-alignment heat maps, radar charts) to highlight curriculum strengths and gaps
  • Recommend reforms that support formative and summative evaluation of 21st-century skills


Stakeholder Engagement

  • Facilitate consultations with SCERT, DIETs, teachers, and school leaders to validate findings
  • Support the capacity building of state stakeholders in competency-based curriculum and assessments
  • Present findings at workshops, validation meetings, and policy briefings


Field-Based Evidence

  • Conduct and supervise classroom observations, teacher interviews, and training reviews to capture instructional realities
  • Merge qualitative and quantitative data into actionable insights for systemic reforms


Knowledge Products & Reporting

  • Draft technical inputs for interim and final project reports
  • Contribute to policy briefs, self-assessment toolkits, and educational resources
  • Ensure outputs integrate gender, equity, and inclusion perspectives


Required Skills

Education & Experience

  • Master’s degree in Education, Psychology, or related field (specialisation in curriculum, pedagogy, or assessment preferred)
  • 4–5 years of experience in curriculum design, teacher education, and/or large-scale assessment reforms
  • Proven track record of working with the government education system (SCERT/DIET/NCERT) and multi-stakeholder education projects


Technical Competencies

  • Strong expertise in competency-based education frameworks
  • Knowledge of assessment design, classroom observation tools, and data analysis


Analytical & Communication Skills

  • Ability to synthesise evidence into clear, actionable recommendations
  • Excellent written communication, including policy briefs and technical reports
  • Skilled in presenting complex findings visually and verbally to diverse stakeholders


AI-Related Competencies

  • Ability to use AI-powered analytics to code curriculum documents, generate skill-alignment heat maps, and visualise gaps
  • Familiarity with AI-based assessment tools for competency-based education (adaptive testing, automated scoring, formative feedback systems)
  • Competence in leveraging AI-driven dashboards to merge qualitative and quantitative data for evidence-based policy recommendations
  • Awareness of ethical use of AI in education, including bias detection and equity-focused assessment design


Working Details

  • A full-time, in-person role based in Shimla/Delhi with frequent travel across Himachal Pradesh
  • Remuneration will be between INR 45,000-50,000 CTC per month, based on relevant experience
