Job Description

Key Responsibilities:

Tender Management & Strategy

  • Identify, track, and evaluate relevant government tender opportunities across multiple procurement portals.
  • Develop winning bid strategies and decision frameworks based on competition analysis, bid/no-bid evaluation, and organisational capacity.
  • Lead pre-bid meetings, site visits, and client interactions to clarify requirements and gather technical insights.

Proposal Preparation & Compliance

  • Manage the end-to-end bid preparation process, ensuring full compliance with tender specifications, government rules, and regulatory guidelines.
  • Coordinate with cross-functional teams technical, finance, legal, and operations to compile required documentation.
  • Prepare technical and financial proposals, ensuring accuracy, clarity, and competitiveness.
  • Draft proposal narratives, capability statements, and company profiles tailored to tender requirements.

Documentation, Contracts & Risk Management

  • Review tender documents, contracts, RFPs, RFQs, EOIs, and TORs to identify risks and obligations.
  • Ensure timely submission of all bid-related documents including security deposits, financial statements, certificates, and legal documents.
  • Support contract negotiations, clarifications, and post-award documentation.
  • Market & Competitor Analysis

  • Conduct market intelligence research to understand procurement trends, pricing benchmarks, and competitive landscape.
  • Maintain an updated knowledge base of government procurement policies, e-procurement platforms, and tendering standards.

Project Coordination & Reporting

  • Establish and maintain a tender tracking system for monitoring submissions, deadlines, and outcomes.
  • Provide periodic reports on bid performance, win/loss analysis, and process improvements.
  • Train junior staff on bidding procedures, compliance, and documentation quality.

Qualifications

  • Masters degree in Business Administration, Public Procurement, or a related field.
  • 58+ years of experience managing government tenders and procurement bidding processes.
  • Strong familiarity with government procurement laws, e-procurement portals, and public-sector bidding frameworks.

Core Skills

  • Expertise in bid writing, tender evaluation, and proposal management.
  • Strong understanding of financial proposals, cost structures, and pricing strategies.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Proficiency in MS Office, tender management tools, and document control systems.
