Job Description

Roles & Responsibilities

1. Planning, Policy & Procedure Development (Construction Focus):

  • Site-Specific Safety Plan (SSP):

    Develop, implement, and regularly review a comprehensive Site-Specific Safety Plan tailored to the expansion project, considering both construction risks and interface with existing manufacturing operations.
  • Method Statements & RA/JSA Review:

    Critically review and approve all contractor Method Statements, Risk Assessments (RA), and Job Safety Analyses (JSA) for construction activities, ensuring all hazards are identified and adequate control measures are in place.
  • Permit-to-Work (PTW) System:

    Implement and manage a robust PTW system for all high-risk construction activities (e.g., hot work, confined space entry, working at height, excavation, electrical work, critical lifts), ensuring proper authorization, isolation, and communication.
  • Emergency Response Plan (ERP):

    Collaborate with the existing manufacturing unit's EHS team to integrate construction emergency response procedures into the overall plant ERP. Conduct joint drills for scenarios like fire, chemical spills, structural collapse, or mass casualty.

2. Hazard Identification, Risk Control & Inspection (Construction Specifics):

  • Construction Site Inspections:

    Conduct daily, weekly, and ad-hoc safety inspections of the entire construction expansion site, including contractor work areas, material laydown zones, and access/egress points.
  • Focused Hazard Control:

    • Working at Height:

      Rigorously enforce fall protection regulations for all work above 2 meters. Ensure proper use of guardrails, safety nets, fall arrest systems, and safe ladder/scaffold practices.
    • Scaffolding Management:

      Oversee the safe erection, inspection (e.g., green tagging), alteration, and dismantling of all scaffolding as per relevant standards (e.g., IS codes, OSHA, BS standards).
    • Excavation & Trenching:

      Ensure compliance with shoring, sloping, and trenching requirements; manage spoil pile placement; secure excavations; and verify utility line locates before digging.
    • Confined Space Entry:

      Implement and enforce strict confined space entry procedures, including gas testing, ventilation, attendant presence, and rescue plans.
    • Lifting Operations:

      Oversee all critical lifting operations, ensuring proper lift plans, certified lifting equipment (cranes, hoists), competent riggers/operators, and load calculations.
    • Electrical Safety:

      Enforce LOTO for electrical work, ensure proper grounding, use of RCDs, and safe management of temporary power supplies on the construction site.
    • Tools & Equipment:

      Inspect and ensure safe operation, maintenance, and certification of all hand tools, power tools, heavy machinery, and lifting tackles.
    • Fire Prevention:

      Implement hot work permit systems, manage flammable material storage, and ensure adequate fire suppression equipment is available and maintained in construction areas.
  • Chemical Management (Construction-related):

    Oversee the safe storage, handling, and disposal of construction-specific chemicals (e.g., adhesives, paints, concrete additives, fuels) in accordance with MSDS/SDS.

3. Interface Management (Construction with Manufacturing Operations):

  • Coordination with Plant EHS:

    Work in close coordination with the existing manufacturing unit's EHS team to manage interface risks, permit overlaps, shared access points, and emergency response.
  • Segregation & Demarcation:

    Ensure clear segregation and demarcation between the active manufacturing unit and the construction expansion zone to prevent unauthorized access and minimize cross-contamination of hazards.
  • Isolation Procedures:

    Collaborate on isolation procedures for utilities (electricity, water, steam, gas, process lines) that may affect both construction and operational areas.
  • Noise & Vibration Control:

    Monitor and manage construction-related noise and vibration to minimize impact on existing manufacturing processes and personnel.
  • Dust & Fume Control:

    Implement measures to control construction dust and fumes to prevent contamination of sensitive manufacturing areas.

4. Training & Awareness:

  • Construction Safety Induction:

    Conduct comprehensive safety inductions for all new construction personnel (TEPL staff, contractors, visitors) covering site-specific hazards, rules, emergency procedures, and interface protocols.
  • Targeted Training:

    Organize and conduct specific training sessions for construction workers on high-risk activities (e.g., working at height, LOTO, confined spaces, rigging, fire watch).
  • Toolbox Talks:

    Lead daily or weekly toolbox talks with construction crews to discuss immediate job hazards, reinforce safe work practices, and address safety concerns.
  • Promote Safety Culture:

    Continuously promote a positive safety culture among all construction personnel through communication, recognition, and visible leadership.

5. Incident Management & Reporting:

  • Incident Investigation:

    Lead thorough investigations of all construction-related accidents, incidents, near misses, and unsafe conditions to determine root causes and implement effective corrective and preventive actions.
  • Documentation:

    Maintain meticulous records of all safety-related activities, including inspections, audits, training, incident reports, and corrective action closures.
  • Reporting:

    Prepare and submit accurate and timely safety performance reports (daily, weekly, monthly) to TEPL project management, highlighting key metrics, trends, and recommendations.

6. Contractor Safety Management:

  • Pre-qualification Support:

    Assist in the safety pre-qualification and selection of construction contractors.
  • Contractor Compliance:

    Continuously monitor contractor activities to ensure strict adherence to the project's safety plan, method statements, and all applicable regulations.
  • Performance Evaluation:

    Participate in the evaluation of contractor safety performance throughout the project lifecycle.
  • Joint Safety Meetings:

    Conduct joint safety meetings with contractor supervisors to discuss performance, upcoming tasks, and hazard mitigation.

7. Regulatory Compliance & Audits:

  • Legal Compliance:

    Ensure strict compliance with the Factories Act, 1948, and all other relevant state (e.g., Gujarat Factory Rules) and national construction safety regulations.
  • Audit Participation:

    Facilitate and participate in internal and external safety audits (e.g., by PMC, regulatory bodies, or corporate EHS teams).
  • Liaison:

    Act as the primary safety liaison with regulatory authorities during inspections or inquiries related to the construction expansion.
