Manager, MEAL Market Systems

Role Overview: As the Manager, MEAL TCIS at Terwilliger Center for Innovation in Shelter (TCIS) within Habitat for Humanity International (HFHI), you will play a crucial role in ensuring the smooth implementation of ongoing program activities in South Asia. You will be responsible for serving as a subject matter expert on monitoring, evaluation, accountability, and learning (MEAL), supporting program design processes, coordinating operationalization of program theories of change, leading learning initiatives, and collaborating with the Associate Director, MEAL. Additionally, you will contribute to global MEAL activities and regionalization initiatives aimed at building the capacity of the Habitat network in MEAL for market systems programming. Key Responsibilities: - Lead the sub-regional team in analyzing housing systems, developing program strategies, and coordinating MEAL operational frameworks. - Develop and review data collection tools, support data collection, and manage project and program evaluations. - Provide guidance on strategic planning processes, facilitate regular reviews, and coordinate reporting activities. - Support global MEAL initiatives, collaborate with regional MEAL teams, and communicate monitoring and evaluation findings effectively. - Contribute to regionalization initiatives, liaise with organizations to understand MEAL needs, and share best practices across the network. - Lead technical input for resource mobilization efforts and ensure alignment with market systems and MEAL systems. Qualifications Required: - Minimum Bachelor's Degree (Master's Degree preferred) in social science, international development, economics, business, or related field. - 10-15 years of experience in program management and developing, implementing, and managing MEAL systems. - Practical experience in monitoring and evaluation tools, data analysis, statistical software, and participatory approaches. - Strong computer skills, including Microsoft Office and database software. - Excellent communication and interpersonal skills, ability to mentor staff, and collaborate with diverse partners. - Knowledge of housing systems, market systems development, or financial inclusion programming preferred. - Familiarity with systemic MEAL debates, capacity development, and strong problem-solving skills. - Fluency in English, along with communication skills in Tamil, Hindi, or other regional languages. - Innovative mindset, curiosity, and results-oriented approach to organizational performance. Additional Company Details: - TCIS is an innovation hub within HFHI dedicated to influencing market actors and supporting scalable housing solutions. - The position may be based in Chennai, India, with eligibility to work without sponsorship. - Initial contract of 2 years, subject to renewal based on fund availability, and a local compensation package offered. - Travel expectation of 50% for international and domestic trips.
