Head - Health and Safety

Purpose/Objective

1. Responsible for Overall Safety of Coal Mines 2. Monitor ethical practices, standards and systems and reinforce their use 3. Ensuring Compliances with respect to CMR 2017 and GSR as applicable 4. Establish Safety procedures and systems like Safety Policy, SOP, Safety Manuals and other safety related checklists and formats.

Key Responsibilities of Role

1. Statutory Position under CMR 2017, Responsible for H&S of Underground and Opencast Coal Mines of Gare Palma IV/8 Coal Mines, Raigarh (C.G) 2. Exercise statutory and administrative responsibilities as Safety official to improve the health and safety performance at mines. The focus of the role is to verify that effective risk management and incident prevention strategies are implemented at Coal Block through site inspections, assessments, investigation of incidents and complaints, application of compliance powers and education. 3. Assess, monitor, and review individual mine operator’s health and safety management systems to ensure regulatory compliance and that satisfactory standards are adopted and implemented. Prepare and record assessment reports and inform mine site officials of compliance status. 4. Participate in announced and unannounced inspections and assessment activities at mine sites, including inspections on weekends and back shifts. Prepare and record assessment and inspection reports and inform operators of their compliance status in writing. 5. Keep informed of emerging health and safety issues and promote best practice through consultation with colleagues and mine site officials. 6. Prepare regulatory enforcement and compliance notices to mine site officials and mine operators, assist in development and scheduling of improvement strategies and negotiate agreed timeframes for compliance. 7. Participate in targeted health and safety campaigns, workshops, working groups or committees, industry forums and community meetings to provide specialist knowledge and promote the Resource 8. Regulate business plans and strategies. This includes participating in the development of standards and guidelines for the mining industry, and Resource Regulator operational procedures. 9. Carry out enforcement activities to ensure mine operations comply with health and safety legislation. 10. This includes issuing of written advice, improvement and prohibition notices. 11. Consult with mine operators to ensure corrective actions are addressed in a timely manner and assist these operators in scheduling improvement actions to ensure the health and safety of persons at their operations. 12. Investigate incidents and complaints, to review circumstances and determine causal factors and make recommendations to prevent recurrence. This includes responding to incidents and emergency situations outside of normal business hours, on a rostered basis. 13. Organize appropriate forums with employees’ representatives for Joint consultations on safety matters and secure their motivation and commitment in Safety Management 14. Prepare annual Safety Plan and long term Safety Plan at beginning of every calendar year, unit-wise and for the company, to effect improved safety in operations as per respective geo-mining needs to prepare the units for onset of monsoon, to fulfill implementation of decisions by Committee on Safety in Mines and Safety Conferences and to take measures for overcoming accident proneness as may be reflected through study of accident analysis, keeping priority in sensitive areas of roof-falls, haulage, explosives, machinery etc. 15. Set up a frame work for execution of the Safety Policy and Plans through the, Agents, Managers and other safety personnel of the Mines. 16. Multi-level monitoring of the implementation of the Safety Plans through Internal Safety Organization 17. Institute continuous education, training and retraining all employees with the accent placed on development of safety oriented skills 18. Inspection of mines to review safety status of mine & follow up action thereof to improve safety status of mine. 19. Fact finding into fatal accidents and major incidences. 20. Imparting specialized training by accredited trainers to mine officials and members of Safety Committee. 21. Framing of internal Technical Circulars / Management Guidelines / Advisory related to safety issues and monitoring implementation thereof. 22. Analysis of mine accident statistics. 23. Conducting Safety Audit, Safety Management Plans (SMPs), Standard Operating Procedures (SOPs), Special Safety Drives on different Safety Issues. 24. Developing Mine Emergency Response System and Rescue Services for Emergency Response System.

Qualifications and Experience

Qualifications Essential B.E / B. Tech (Mining) + First Class Certificate of Competency (Unrestricted- Coal) – Mandatory Desirable/Preferable 1. Minimum work experience of around 7-10 years of which at least around 2-3 years in Safety in Underground Coal Mines 2. Safety qualification like PGDIS/ADIS/IOSH/NEBOSH will be an additional advantage 3. Knowledge on Mine Management, General Safety and Legislation 4.
