Role Summary

The Deputy Manager / Assistant Manager for Contractor Billing and Estimation will be responsible for managing the contractor billing process for Civil works and providing accurate estimates for project costs. This role focuses on maintaining proper documentation, ensuring timely and accurate billing, and preparing cost estimates for civil works related to the ongoing projects at the plant.

Key Responsibilities

1. Contractor Billing (Civil)

  • Review and verify contractor invoices for civil works, ensuring they are in line with contract terms and work completed.
  • Ensure all billing is accurate and reflects the actual scope of work performed.
  • Coordinate with the project management team to validate work progress and ensure proper documentation for billing.
  • Maintain detailed records of all contractor bills and payments, ensuring compliance with company policies and financial controls.
  • Process contractor payments as per the agreed terms, ensuring timely settlement and resolving any discrepancies.

2. Estimation and Costing

  • Prepare detailed estimates for civil works based on project drawings, specifications, and scope of work.
  • Analyze project requirements and develop accurate cost forecasts, including labor, material, equipment, and overhead costs.
  • Work closely with the project team to gather relevant data for cost estimation and assist in creating accurate budgets for civil work activities.
  • Update cost estimates based on design changes, project variations, or unforeseen conditions.
  • Provide regular cost tracking and reporting to ensure the project stays within budget.

3. Project Documentation and Reporting

  • Maintain accurate and up-to-date documentation for all civil work-related contracts, variations, and billings.
  • Prepare periodic reports summarizing billing, estimates, and any changes in cost for internal and external stakeholders.
  • Document and track any variations in work scope or quantities, ensuring proper approvals and records are maintained.
  • Support the preparation of monthly progress reports, detailing billing status and cost management updates.

4. Coordination and Communication

  • Act as a liaison between the contractor, project management, and finance departments for billing-related matters.
  • Ensure smooth communication between all relevant departments regarding civil work billing and estimation activities.
  • Assist in the resolution of disputes between contractors and the company regarding billing and work claims.

5. Budget and Cost Control

  • Monitor costs throughout the project lifecycle to ensure compliance with the budget.
  • Analyze and report any discrepancies between estimated and actual costs, providing insights and recommendations for cost control.
  • Work with the project team to identify potential cost-saving opportunities without compromising quality.

6. Compliance and Quality Assurance

  • Ensure that all billing and estimation processes comply with company policies, industry standards, and contractual terms.
  • Follow up with contractors and vendors to ensure all documentation is submitted and processed on time.
  • Ensure that estimates and billing are aligned with quality standards and project specifications.

Required Skills and Competencies

Technical Expertise

  • Strong understanding of civil works estimation, quantity surveying, and contractor billing processes.
  • Proficient in cost estimation techniques for civil works and materials.
  • Familiarity with project cost management and control tools and techniques.
  • Ability to read and interpret construction drawings, specifications, and scope of work for accurate estimation.
  • Knowledge of contract management and billing procedures in the construction or industrial projects.

Analytical and Detail-Oriented

  • Strong analytical skills to assess project data, identify variances, and propose corrective actions.
  • Detail-oriented with a focus on accuracy in billing, cost estimation, and documentation.

Communication and Interpersonal Skills

  • Effective communication skills to coordinate with contractors, project teams, and management.
  • Ability to explain complex billing and cost data clearly to non-technical stakeholders.
  • Strong interpersonal skills for working collaboratively with cross-functional teams.

  • Ability to manage multiple tasks simultaneously and meet deadlines in a fast-paced environment.
