Job Description

Role & responsibilities

The Technology Consultant will support the monitoring and smooth implementation, operations, and maintenance of software applications in line with project requirements. The role involves working with Government stakeholders to ensure that applications remain secure, scalable, and compliant with government standards while meeting client needs. The consultant will guide and facilitate the technical assessment, solution design, and integration of IT systems, ensuring alignment between project teams, vendors, and stakeholders.

Responsibilities:

  1. Conduct AS-IS assessment of existing IT systems, applications, and infrastructure.
  2. Perform gap analysis on software applications, databases, and ICT environment to identify improvement areas.
  3. Design the To-Be architecture covering platform integration, data migration, API management, and third-party system integration (e.g., GIS).
  4. Ensure adherence to government standards on cybersecurity, cloud hosting, and data governance.
  5. Develop technical requirement specifications for new modules and enhancements as per project needs.
  6. Provide technical inputs during the preparation of REOI, RFP, bid documents, and evaluation criteria.
  7. Collaborate with government departments and stakeholders to gather, analyze, and validate functional and technical requirements.
  8. Review and validate technical specifications, application features, and compliance with business requirements.
  9. Coordinate with application developers, designers, and QA teams of external vendors for deliverables and reviews.
  10. Support User Acceptance Testing (UAT) and validate outcomes against defined requirements.
  11. Monitor integration of applications with other government systems, databases, and frameworks.
  12. Provide technical inputs during vendor evaluation and contract negotiations.
  13. Work closely with the Infrastructure Consultant on system architecture, hosting environment, scalability, and disaster recovery planning.
  14. Ensure compliance of applications with cybersecurity and data privacy guidelines issued by relevant authorities.
  15. Assist in capacity building by supporting training sessions for government staff and project teams.
  16. Review and ensure quality of user manuals, training material, and knowledge base developed by vendors.
  17. Stay updated with emerging technologies and provide recommendations for improving system performance and sustainability.

Qualification:

  1. BE/B.Tech/MCA or equivalent in Computer Science/ Electronics/ IT from Institute/University recognized by UGC/AICTE.
  2. Minimum 12 years of experience in implementation of IT projects in reputed IT organization(s)/Government bodies. 

Desirable Experience:

  1. Hands-on experience in the development lifecycle of  Software projects including monitoring, implementation, testing, delivery, maintenance along with bid preparation, vendor management, and RFP drafting. 
  2. Proficiency in preparing high-quality documentation such as Functional Requirement Specifications (FRS), AS-IS/TO-BE reports, gap analysis, and technical specifications.
  3. Exposure to software development environments and ability to coordinate with technical teams and fair understanding on programming languages like JAVA/Scala/Python/PHP, or other similar languages and frameworks such as .NET/Angular/React/Django.
  4. Proven knowledge on developing test cases, conducting UATs and ensuring defect fixes in coordination with the development teams.  
  5. Ability to understand technical workflows, databases, and APIs to support functional analysis and solution validation.
  6. Experienced in analyzing user requirements and translating them into functional specifications, coordinating with technical teams to ensure solutions align with business needs and enhance user experience.
  7. Proficient in managing technology-related operations, vendor coordination, and contract oversight to support successful implementation and ongoing system improvements.
  8. Familiarity with compliance frameworks like GIGW (Guidelines for Indian Government Websites) and Government Community Cloud (GCC).
  9. Experience in municipal/urban service delivery platforms /Digital Agriculture/Direct Benefit Transfer projects preferred.
  10. Excellent analytical, documentation and communication skills.
