Proposal Writer - IT staffing

Job Description

We (RADISE India Pvt. Ltd) are seeking an experienced Proposal Writer to lead and support the development of proposals for IT staffing contracts across Federal, State, and County government sectors (USA) . The ideal candidate will have hands-on experience responding to RFPs/RFIs from Federal agencies, and various state governments , and possess a solid understanding of compliance and government procurement processes , including SAM.gov registrations and agency-specific portals . Key Responsibilities: Analyze and interpret RFPs, RFIs, and RFQs to create fully compliant, tailored proposal responses for IT staffing opportunities. Write and edit proposal sections including capability statements, resumes, past performance, staffing plans, and pricing narratives. Lead coordination with recruiters, hiring managers, and technical SMEs to gather proposal content for specific labor categories and skill sets. Navigate and maintain SAM.gov registrations , monitor solicitation activity, and manage submissions via state procurement portals . Track and manage proposal deadlines, compliance checklists, and submission logistics. Maintain a content library of reusable materials, boilerplate responses, and historical proposals. Support debriefing and continuous improvement of proposal strategies and templates. Required Qualifications: Bachelor’s degree in English, Communications, Business, or related field (or equivalent experience). Minimum of 2 years of experience writing or coordinating IT staffing proposals for Federal, State, or County government clients . Strong knowledge of FAR/DFARS and public sector acquisition processes. Familiarity with responding to solicitations from state agencies . Ability to work in SAM.gov , state procurement portals, and manage proposal lifecycle in these systems. Excellent writing, grammar, and attention to detail. Strong organizational skills and ability to manage multiple proposals simultaneously under tight deadlines.
