Program Head

Objective:

Digital by Design mandate

Key Responsibilities:

• Lead

  strategic planning and implementation

  of IT initiatives aligned with the goals of the

  IBV of C-DOT

  and the

  Telecom Act 2023

• Drive the

  Digital by Design

  transformation initiative under the new

  Telecommunication Act

• Oversee the

  integration of 40+ DoT portals

  into a unified, scalable, and secure digital platform
• Build and manage IBV's

  technical teams

  , including defining resource needs, sourcing plans, and team structure
• Collaborate directly with the

  CEO, COO, senior consultants, and domain experts

  in Telecom, IT, Regulation, and Finance
• Guide cross-functional technology teams including:
• Solution Architects
• Business Analysts
• Frontend/Backend Developers
• Mobile App Developers
• RPA Experts
• DevOps and Cloud Engineers
• Ensure implementation of

  robust QA, cybersecurity, and testing frameworks

• Manage

  training, user support/helpdesk

  , and communication/media teams for seamless user onboarding and assistance
• Foster a culture of

  innovation and continuous improvement

• Drive initiatives to enhance

  operational efficiency

  , process automation, and performance monitoring
• Engage with DoT and C-DOT stakeholders to identify

  regulatory compliance

  needs and ensure alignment
• Track and incorporate

  emerging technologies

  (AI, Cloud, RPA, 5G readiness) to future-proof solutions
• Ensure all deliverables meet

  national standards, scalability, and interoperability goals

• Represent the program in

  strategic reviews, governance meetings, and government-level briefings

• Provide visionary leadership for

  projects of national importance in the telecom & IT domain

Qualifications & Experience:

• Bachelor's degree in Engineering

  (Telecom, IT, Computer Science, or related) from a reputed institute

• 25+ years

  of total experience in

  Telecom and IT sectors

• At least

  20 years in senior leadership roles

  , with experience managing large-scale, mission-critical programs
• Proven track record in:

• IT and software delivery leadership

• Telecom regulatory alignment and digital systems integration

• Leading national-scale e-governance or telecom transformation programs
• Strong experience in:
• Software development & lifecycle management
• Systems integration & cloud infrastructure
• Cybersecurity, compliance, and quality assurance
• Deep understanding of the

  Indian telecom regulatory framework

  and public sector ecosystem
• Exceptional

  stakeholder management and communication

  skills
• Ability to

  inspire and lead multidisciplinary teams

  in high-pressure, complex environments
• Demonstrated ability to

  deliver measurable digital transformation outcomes
