Job Description

This role will lead the end-to-end management of large-scale digital transformation programs in Public Finance Management (PFM) across state and central government contexts. The position is critical to strengthening how public funds are planned, disbursed, tracked, and monitored, using technology-enabled systems and platforms.
The incumbent will act as the central program owner, coordinating across government stakeholders, internal cross-functional teams, and external partners to ensure timely execution, stakeholder alignment, and measurable impact.

 

Key Responsibilities:

 
1. Program Leadership & Delivery
  • Lead end-to-end delivery of complex, multi-workstream programs spanning product, engineering, policy, implementation, and partnerships.
  • Establish and run robust program management structures, processes, tools, and reporting mechanisms.
  • Define success metrics, KPIs, and tracking frameworks to measure outcomes and impact.
  • Work closely with PMO teams to manage risks, dependencies, escalations, and delivery timelines.
  • Prepare high-quality program updates, reviews, and presentations for senior stakeholders.
2. Government & Stakeholder Engagement
  • Serve as the primary point of contact for senior government stakeholders, PMUs, and partner institutions.
  • Build and sustain strong working relationships with officials across departments and levels of government.
  • Act as a bridge between government teams and internal delivery teams to ensure alignment and execution.
  • Drive adoption of digital PFM solutions by addressing bottlenecks and articulating value.
  • Represent the initiative in steering committees, working groups, and policy forums.
3. Solutioning & Ecosystem Development
  • Support partner-led implementations by guiding solution design aligned to a platform-based approach.
  • Collaborate on identifying new engagement opportunities and contributing to proposals or scale-up efforts.
  • Capture and amplify impact stories and learnings from implementation contexts.

Qualifications & Experience:

  • Bachelors or Masters degree in Engineering, Management, Public Policy, or a related field.

6-12 years of experience in program or project management, preferably in:

  • E-governance or digital transformation programs
  • Government consulting
  • Large-scale development or public sector initiatives
  • Proven experience managing multi-stakeholder, government-facing programs
  • Prior exposure to PFM systems (eg, treasury systems, IFMIS, PFMS or equivalents) is a strong advantage.
  • Comfort operating at the intersection of technology, policy, and implementation.
  • Ability to translate policy intent into implementable, programmatic recommendations.
  • Excellent communication, stakeholder navigation, and problem-solving skills.
  • Ability to operate effectively in complex, ambiguous, and bureaucratic environments.
