Qualification : DME / B.E

Profile Summary:

A Proposal Manager in the fabrication or engineering industry is a strategic professional responsible for leading the end-to-end development of competitive, compliant, and high-quality bids and proposals in response to client Requests for Proposals (RFPs). This role bridges technical engineering expertise with business development strategy to secure new contracts.

Enquiry Stage Responsibilities:

  • Initial Analysis

    : Perform the initial review and analysis of incoming client inquiries (RFQs, RFPs, IFBs) to extract core requirements, scope of work, technical specifications, and compliance mandates.
  • Bid/No-Bid Decision Support

    : Facilitate the "Bid/No-Bid" decision process by compiling a comprehensive summary of the opportunity, outlining technical challenges, required resources, potential risks, and competitive factors for senior management review.
  • Clarification & Communication

    : Act as the primary point of contact for the client during the initial inquiry phase, managing clarification questions and ensuring all communication channels regarding the bid are tracked and recorded.
  • Strategy Development Kick-off

    : Immediately upon a "Bid" decision, initiate the win strategy development, defining key differentiators and the value proposition for the proposed solution.
  • Team Assembly & Kick-off

    : Assemble the core proposal team (including engineering leads, estimators, and project managers) and lead the official "kick-off" meeting to communicate the timeline, responsibilities, and strategic direction.
  • Compliance Matrix Creation

    : Develop a detailed compliance matrix that maps every client requirement to the company's proposed solution, ensuring all mandatory items are addressed from the outset.
  • Resource Planning

    : Assess the internal resources required to complete a high-quality proposal and work with departmental heads to secure necessary technical and estimating support for the duration of the bid cycle.

Offering Stage Responsibilities:

  • Final Documentation & Packaging:

    Oversee the final compilation, formatting, and production of all proposal documents, ensuring professional presentation and adherence to all client submission guidelines.
  • Quality Assurance & Compliance Check:

    Conduct rigorous final quality assurance (QA) checks and utilize the compliance matrix to verify that every aspect of the client's requirements has been addressed and that the entire document is consistent, accurate, and error-free.
  • Executive & "Red Team" Review Management:

    Coordinate and facilitate high-level internal reviews (often called "Red Team" or executive reviews) to gain final approval and sign-off from senior management before submission.
  • Submission & Delivery:

    Manage the formal delivery of the proposal through the specified method (e.g., online portal submission, email, physical delivery), ensuring all deadlines are met without exception.
  • Post-Submission Clarifications:

    Serve as the central point of contact for the client following submission, coordinating all responses to client requests for clarification, additional information, or Best and Final Offers (BAFOs).
  • Presentation Coordination:

    Prepare materials and coordinate the team for any required client interviews, Q&A sessions, or proposal defence presentations.
  • Negotiation Support:

    Assist the business development and legal teams during contract negotiations, ensuring that the proposed scope, technical solutions, and assumptions outlined in the proposal are clearly communicated and maintained during final discussions.
