Junior Billing Engineer

Position: Billing Engineer (Civil)
Location:PANCHKULA, Haryana
Experience: 2–5 years (preferably in petrochemicals / oil and gas sector infrastructure)

Job Description & Key Responsibilities:

We are looking for a competent and detail-oriented Billing Engineer to join our HO team. The primary role will be to ensure accurate, timely, and transparent processing and verification of sub-contractor/work contractor bills in strict accordance with the contract conditions, approved drawings, specifications, and site records.

Detailed Responsibilities:

Thorough Checking of Sub-Contractor Bills

Receive, register, and scrutinize all RA bills, final bills, and escalation claims submitted by sub-contractors.

Verify claimed quantities item-wise against approved drawings, BOQ, work orders, and site measurement records (MB entries).

Quantity Take-off & Reconciliation

Independently carry out quantity take-off from drawings (plan, sections, bar bending schedules, general arrangement drawings, etc.).

Cross-verify sub-contractor claimed quantities with client-certified quantities (in IPRs/RA bills certified by the Employer/Engineer-in-Charge).

Identify and reconcile over-claimed, under-claimed, or non-admissible items and prepare detailed deviation statements.

Technical & Contractual Compliance

Ensure all billed items are within the scope of the sub-contract agreement, approved drawings, and variation orders (if any).

Check compliance with technical specifications, method statements, and approved rates (including star rates/extra items).

Coordination & Documentation

Coordinate with site execution team, planning engineer, and QS team for joint measurements and reconciliation.

Maintain proper documentation for every bill processed.

Liaison & Dispute Resolution

Discuss discrepancies with sub-contractors and resolve them amicably with supporting documents.

Assist the project manager/commercial head during client bill certification and audits.

Required Skills & Qualifications:

B.Tech/B.E/Diploma in Civil Engineering.

Strong ability to read and interpret structural/architectural drawings, BBS, GFC drawings.

Sound knowledge of measurement techniques, BOQ preparation, rate analysis.

Proficiency in MS Excel, analytical skills, attention to detail, and ability to work to meet billing deadlines.

Good communication and interpersonal skills for coordination with site teams and sub-contractors.
