Prathams Hamara Gaon program supports the development of foundational math and literacy skills among the students of primary government schools. As of 2022-23, the program operated in 5,192 communities and reached approximately 386,000 children. The program targets two subgroups of primary school students with different program components: students in grades 1-2 vs. students in grades 3 and above. For grades 1-2, the intervention includes two main components. First, Pratham volunteers support students through in-school activities. Second, Pratham volunteers support the mothers of these children through mother groups. For grades 3 and above, the intervention consists of an adaptation of the Teaching at the Right Level (TaRL) program evaluated in earlier J-PAL studies. This study speaks to three key issues related to Indian childrens (lack of) mastery of foundational skills in mathematics and literacy. First, Prathams Teaching at the Right Level (TaRL) program seeks to support students in grades three and above by remedying their lack of foundational skills. A key question is whether this learning gap in later grades can be addressed earlierin grades 1-2before it fully develops. A prior J-PAL study on Prathams work in Assam has also documented that the TaRL programs effectiveness can be strengthened by combining the grade-3 intervention with a community-based component. Here, for the program on grades 1-2, the effectiveness of a similar, complementary component for the earlier grades is of interest: mother groups. Third, we are particularly interested in whether the effects of the early-grade intervention either fade out or persist over time and whether the two interventions (grades 1-2 and 3-5) complement or substitute each other. Lastly, because of the muted impacts found by the earlier evaluation, and given Prathams subsequent changes to its program in Assam, we will also measure the effect of the revised grade-3 intervention. Read more about our work and projects Project Specific Details This project is a scale-up of a previously evaluated study tested across multiple countries by J-PAL invited researcher Noam Angrist and colleagues (Angrist, Bergman, Matsheng 2022; Angrist et al 2023). The state government of Karnataka plans to scale up a remote tailored instruction approach for grades 3-5. The governments Ganitha Ganaka programme was launched based on the evidence supporting a tailored instruction approach that uses phones to connect high-quality instruction and tutoring with students and parents. Within the 2024-25 academic year, the government aims to reach approximately 456,000 students across 93 educationally low-performing administrative blocks. As the government intends to implement this programme at a large scale this year, we aim to embed quick process research activities that will support the government (a) with actionable insights on optimising programme implementation as they seek to achieve scale, and (b) set up large-scale monitoring systems within the government to effectively monitor and enable different levels of the education system to use of programme data for feedback and course correction. The RA will be responsible for a series of primary data collection exercises. The RA will work with the Research Manager and Principal Investigators, who will guide and supervise them in various tasks. During the first phase of the study, gossips will be identified by field surveys by J-PAL, phone surveys by Suvita and through random selection by Suvita from Suvitas database. Project Description: Almost a billion people in developing countries are not connected to the electricity grid. Those with power are still subject to unreliable supply and frequent outages. One cause is a widespread inability of utilities to collect on payments, forcing them to ration supply. This project will evaluate the use of new technology of smart meters to break this cycle of low-payments and low-quality that in turn causes consumers to feel justified in making incomplete payments. Smart metering and pre-payment specifically have several beneficial features, such as lowering transactions and monitoring costs and perhaps reducing liquidity constraints. There is also a growing literature on the consumer response to real-time pricing, which smart metering enables. However, there are no credible evaluations on the crucial pointcan a technological intervention change norm, incentives, and payment, and thereby improve reliability and access, even in a high-theft environment While there have been great strides in smart metering, it is not clear that metering alone can reduce theft if the fundamental problem is collusion between collection agents and utility customers, at the expense of power suppliers. Our study (PIs: Prof. Michael Greenstone, Prof. Robin Burgess, Prof. Nicholas Ryan and Prof. Anant Sudarshan) would conduct a large-scale neighborhood level randomized-control trial to answer this question in a critical developing country setting, working jointly on implementation with state distribution utility of Assam Power Distribution Company Limited. J-PAL South Asia seeks a Policy Associate to contribute to its mission of promoting evidence-informed policy. The Policy Associate will support the Policy teams mandates of initiating new randomized evaluations, synthesizing and disseminating evidence, and supporting ongoing partnerships with governments, international organizations, philanthropic foundations and NGOs in India. The Policy Associate will support work across these mandates on J-PALs Health sector, and other sectors as required. The position will provide the right candidate with exposure to a vast array of partners and projects on the evidence-to-policy spectrum within these two sectors. Candidates should demonstrate an understanding of impact evaluation methods (especially randomized evaluations), have experience working on health projects, and have excellent communication skills. Key Responsibilities Supporting Health sector: Work closely with the Health Sector Lead in J-PAL South Asia's Policy Team to support the generation, synthesis, and dissemination of evidence in the Health sector Support Randomized Evaluations: Collaborate with implementing partners and J-PAL affiliated researchers to initiate new randomized evaluations in the health sector Provide guidance to researchers on navigating the Indian policy landscape and health systems, guide NGOs in the design of randomized evaluations Monitor Policy Landscape: Track policy developments in health in India and create comprehensive policy notes and trackers to support outreach for J-PAL SAs health sector Health Sector Strategy: Contribute to designing and operationalizing the overall strategy for the Health sector Dissemination and Synthesis: Write clear, accurate, and non-technical summaries of J-PALs evaluations tailored for policy audiences, ensuring the findings are accessible and impactful Develop knowledge products to disseminate findings from J-PALs evaluations Government Donor Engagement: Assist senior staff in preparing background notes, memos, and presentations for partnerships with governments, implementing partners, and donors Cross-Sectoral Collaboration: Coordinate with sector teams, state partnerships, strategic initiatives, and research units, providing support where necessary Lead Public Goods Initiatives: Lead and support initiatives related to public goods within the Policy vertical and other verticals as needed Miscellaneous: Work with other sector teams and state partnership teams to provide inputs and support on ongoing projects Assist with preparing knowledge products, engaging with stakeholders and, contribute to capacity-building efforts and operational support for projects outside the health sector, as required Qualifications Your technical expertise, keen eye for detail, strong communication and organizational skills, passion for translating research into action, and interest in international development make you an ideal candidate for the position of a Policy Associate. Education: Candidates with bachelors or masters degrees from various fields are welcome to apply, though a minimum familiarity with statistics is required. A technical understanding of impact evaluations is essential to accurately translate J-PALs findings into clear and actionable policy recommendations. Strong interest in public health or health economics, international development, South Asias development landscape, and program evaluation, demonstrated through coursework or professional experience, is highly preferred. Experience: 0-2 years of relevant work experience, with prior experience in the health sector being highly desirable. Communication Skills: You are detail-oriented and comfortable with public speaking. You have a talent for translating technical academic research into clear, digestible policy insights. Attitude: You are eager to learn and passionate about international development policy, with a commitment to rigorous research. You are self-driven, and hardworking, and enjoy collaborating in team settings.

Project Specific Details- J-PAL is working with the Government of Karnataka on the Ganitha-Ganaka programme to improve foundational math outcomes for grades 3-5. This programme was launched based on the evidence supporting the programme, a tailored instruction approach that uses phones to connect high-quality instruction with students and parents. Within this year, the government aims to reach approximately 630,000 students across 93 low-performing administrative blocks. Through our combined efforts on policy, embedded research and implementation at-scale, we seek to contribute to open questions around implementing a technology-enabled model of tailored instruction at-scale in resource-constrained systems, whilst understanding the attitudes, beliefs and key challenges of change agents across multiple levels of government as an evidence-based intervention is embedded in the government system. We are looking for a Research Associate to support embedded research activities within this scale-up. Key Responsibilities The Research Associate would work closely with academic researchers, implementing partners and field staff to perform a variety of tasks including, but not limited to: Programme monitoring activities: Designing survey questionnaires, running pilot exercises, refining study design and survey instruments Managing field teams: Train and supervise phone survey teams for programme monitoring consisting of project assistants, field managers and surveyors Supervising data collection to ensure good data quality Ensuring that the project complies with IRB and JPAL data collection and security protocols with the help of the Research Manager Maintaining relationship with partner organizations at both headquarters and field levels Working with the J-PAL Policy Team closely on synergizing study efforts and outputs Assisting with data cleaning and preliminary data analysis Assisting in preparation of documents and presentations for donor reporting as well as dissemination activities Any other task as assigned by the Research Manager, AD Research or ED Desired Qualifications A Bachelor's/Masters degree in economics, social sciences, public policy, education or related fields Previous research/ field experience in education sector preferred Proven management skills Excellent communication skills in English Some conversational-level skill in Kannada is preferable Flexible, self-motivating, able to manage multiple tasks efficiently, and team player Demonstrated ability to manage high-level relationships with partner organizations Knowledge of Stata (strongly preferred) or other data analysis software is preferred Familiarity with randomized controlled trials/clinical trials/quasi-experiments preferred Ability to deal with unstructured and changing environments
