Job Description

Quantity Surveyor / Billing Engineer

Key Responsibilities:

1. Quantity Estimation & Measurement

  • Prepare, review, and verify quantity estimates for civil works such as earthwork, structures, pavement, and drainage.
  • Conduct site measurements, verify joint measurements, and reconcile executed quantities.
  • Prepare and certify RA (Running Account) bills with proper documentation and approvals.

2. BOQ & Cost Management

  • Review project drawings and tender documents to prepare detailed Bills of Quantities (BOQ).
  • Monitor project cost, track budget utilization, and identify potential cost variations.
  • Implement corrective actions for cost optimization and budget adherence.

3. Billing & Documentation

  • Prepare client and subcontractor bills as per contractual terms and project progress.
  • Ensure timely submission, certification, and approval of bills.
  • Maintain complete records of executed quantities, variations, and additional works.

4. Contracts & Claims

  • Support in contract administration, interpretation of clauses, and rate analysis.
  • Prepare and substantiate claims related to variations, price escalation, and time extensions.
  • Liaise with client representatives, consultants, and project teams for billing and contractual matters.

5. Tendering & Estimation

  • Assist the tendering team with quantity take-offs, rate analysis, and estimation inputs for new projects.
  • Evaluate subcontractor quotations and assist in finalizing work orders.

6. Coordination & Reporting

  • Coordinate with Planning, Execution, and Procurement teams for project budgeting and cost tracking.
  • Prepare and present MIS reports on billing progress, cost status, and financial performance to management.

Skills & Competencies

  • Strong knowledge of

    MoRTH standards

    , road/highway project specifications, and EPC contract norms.
  • Proficiency in

    AutoCAD, MS Excel, MS Project / Primavera, and ERP systems

    .
  • Excellent analytical, documentation, and negotiation skills.
  • Strong understanding of

    rate analysis, tendering, and contractual procedures

    .
  • Ability to work independently and lead a team of junior QS engineers.

Preferred Background:

  • Experience in

    EPC / Road / Highway infrastructure projects

    with reputed construction companies.
  • Prior exposure to

    NHAI, MoRTH, or State Highway projects

    is highly desirable.
