Job Description

The Quantity Surveyor will be responsible for end-to-end cost estimation, budgeting, quantity take-offs, and commercial management across EPC and infrastructure projects. The role requires expertise in CPWD norms, contracts management, and cost control while ensuring alignment with project specifications, drawings, and client requirements.

Key Responsibilities:

1. Cost Estimation & Budgeting

  • Prepare detailed cost estimates based on project drawings, specifications, and documents.
  • Develop and monitor project budgets to ensure effective cost control and adherence to targets.
  • Prepare detailed BOQs, rate analyses, and quantity take-offs from GFC drawings.
  • Verify contractor and subcontractor bills (RA/final bills) as per contractual terms and conditions.
  • Track project cost variances and assist in cost optimization strategies.
  • Support project teams in quantity certification, reconciliation, and measurements.

2. Quantity Take-Offs & Measurements

  • Conduct precise quantity take-offs from engineering drawings and GFC documents.
  • Verify and certify measurements for contractor billing and progress validation.

3. Vendor & Stakeholder Coordination

  • Collaborate with vendors, contractors, and internal teams to ensure timely project deliverables.
  • Evaluate vendor and subcontractor techno-commercial proposals and provide recommendations.
  • Prepare, review, and maintain tender documents, contract agreements, and commercial terms.
  • Coordinate with procurement, planning, and execution teams for commercial and contractual alignment.
  • Ensure compliance with CPWD, MoRTH, and other government specifications.
  • Support in managing claims, variation orders, and dispute resolution processes.

4. Documentation & Reporting

  • Maintain comprehensive records of quantities, variations, cost data, and project progress.
  • Prepare MIS reports, cost reports, and commercial updates for management review.
  • Ensure timely submission of bills, certifications, and supporting documentation.
  • Liaise with clients, consultants, and government authorities for techno-commercial matters.

5. Compliance & Quality Standards

  • Ensure all QS and commercial activities adhere to company policies, standards, and regulatory norms.
  • Stay abreast of industry trends, cost indices, and modern construction methodologies.

Qualifications & Experience:

  • Education:

    B.E./B.Tech or Diploma in Civil Engineering (mandatory).
  • Experience:

    6 - 12 years of experience in Quantity Surveying and Techno-Commercial roles.
  • Domain Expertise:

    Strong background in Central Government EPC projects with thorough knowledge of CPWD norms and government procedures.
  • Knowledge Areas:

    Contracts management, tendering, estimation, billing, and cost control.

Skills & Competencies

  • In-depth understanding of CPWD norms, IS codes, MoRTH/CPWD specifications, and EPC contracts.
  • Proficiency in

    MS Excel, MS Project/Primavera, AutoCAD, and QS-related software

  • Strong analytical, estimation, and cost management skills.
  • Excellent communication, negotiation, and documentation abilities.
  • Ability to coordinate with cross-functional teams and meet tight deadlines.
