Consultant – HMIS/IT

PHFI has been selected by the MOHFW to provide technical services as Independent Verification Agency (IVA) for “India’s Enhanced Health Service Delivery Program (EHSDP)” and “Transforming India’s Public Health Systems for Pandemic Preparedness Program” (PHSPP) under World Bank support. “DLIs are selected targets to measure progress in outputs and outcome of the program and are predefined and agreed on by the Bank and the Government of India. The achievement of the target is required to trigger payment from the Bank to MOHFW. PHFI will serve as the IVA for five years. PHFI ‘s role would be to carry out independent verification of achievement of each Disbursement Linked Indicator reported by MOHFW for each disbursement claim under the program using the verification protocol to corroborate the stated facts in the DLI Claim Letter issued by MOHFW as the starting point for the verification according to a schedule to be agreed with MOHFW and the World Bank and thereby confirming whether the target has been met or not. MOHFW would aid PHFI in ensuring that the relevant departments will fully cooperate and provide all the necessary information and access to data to the team on time. PHFI will prepare and submit independent verification reports to MOHFW in a format that is mutually acceptable to both MOHFW and the Bank.

The incumbent will support the Team Lead in data extraction, validation, and analysis from multiple health platforms (HWC, HMIS, IDSP, NCDC, ICMR, etc.) for DLI verification under EHSDP and PHSPP programs. The role involves preparing verification reports using statistical tools, coordinating with stakeholders, and ensuring data interoperability. Field visits to states and institutions may be required to facilitate accurate data collection and program compliance.

The incumbent will work under the direct supervision of the Team Lead. The position will perform the following tasks:

• Work closely with the Team lead and other key experts for data extraction from various platforms – HWC/ HMIS/ IDSP portals etc. and provide necessary inputs for review and DLI verification.
• Examine, check for inconsistencies and analyze data from HWC portal, HMIS etc., under EHSDP for DLI verification
• Examine and analyze data from NCDC, ICMR & Disaster Management Cell under PHSPP pogramme for DLI verification
• Follow up with NHSRC, 7 priority states, & other stakeholders such as DHR-ICMR, NCDC, Disaster Management Cell, IH Division etc. for relevant data/document for DLI verification
• Prepare DLI verification reports for EHSDP & PHSSP programme based on data analysis using statistical tools
• Field visits to various states and institutions ( NIVs, NARI,ICMR, NCDC etc.) for DLI verifications under EHSDP & PHSPP
• Ensure interoperability of data systems for improved capacity building, response, and preparedness for various stakeholders
• Desk Review
• Preparation of Checklists/verification tools
• Data Analysis
• Compilation & preparation of DLI Verification reports under PHSPP & EHSDP
• Perform any other relevant task assigned by Team Lead and PI .

Essential:

• Post Graduate degree in Public Health/Social Sciences.

Essential:

• 3-5 Years of experience.
• Working experience with MoHFW/NCD/ State Department of Health and Family Welfare/ Multilateral/bi-lateral agencies

Desirable:

• Experience of data analyses of IDSP at central surveillance and State Surveillance Units (SSU)
• Good understanding of analyzing data from HMIS & HWC and IDSP and other relevant portals
• Prior experience of working with MoHFW/ NHSRC/ NCDC/ ICMR or state health departments
