Job Description Job Title: Cluster Head / General Manager Infrastructure Projects & Portfolio Management Location: Punjab, Gujarat, Bihar, UP & West Bengal. Reports To: Executive Director / Chief Operating Oicer / Head Infrastructure Division Job Purpose: To lead, manage, and oversee the planning, nancing, execution, and delivery of large-scale infrastructure projects within the assigned cluster. The role ensures alignment with organizational strategy, governance frameworks, and nancial objectives, while driving operational excellence and risk management across the project portfolio. Key Responsibilities: 1. Strategic Leadership & Portfolio Management Lead the overall project portfolio within the assigned cluster, ensuring delivery of strategic infrastructure initiatives on time, within scope, and budget. ¢ Align projects with corporate goals, capital investment plans, and long-term business strategy. Drive performance through structured Project Management Oice (PMO) practices and governance mechanisms. 2. Project Planning & Execution ¢ Oversee project lifecycle from concept, feasibility, detailed engineering, procurement, execution, commissioning, and handover. ¢ ¢ Approve project charters, execution plans, resource allocation, and progress reporting. Coordinate with multidisciplinary teams engineering, procurement, nance, and operations to ensure seamless execution. 3. Project Finance Management ¢ Manage CAPEX and OPEX budgets, ensuring nancial discipline and cost eiciency. This document contains informa¢on intended solely for the recipient. ¢ ¢ Evaluate project nancial models, funding structures (PPP, EPC, BOT, etc.), and ROI metrics. Liaise with nancial institutions, lenders, and investors for project nancing arrangements. 4. Risk & Cost Management ¢ ¢ ¢ Develop and implement risk management frameworks to identify, assess, and mitigate project-level and portfolio-level risks. Conduct cost estimation, control, and value engineering to optimize spending without compromising quality. Monitor cost variances, cash ow, and budget utilization across projects. 5. Vendor & Contract Management ¢ ¢ Manage end-to-end tendering, contract negotiation, and vendor performance evaluation. Ensure compliance with FIDIC / EPC / turnkey contract terms and organizational procurement policies. ¢ Develop strategic partnerships with vendors, consultants, and contractors to enhance execution capabilities. 6. Governance, Compliance & Quality ¢ ¢ ¢ Ensure all projects adhere to statutory, environmental, safety, and regulatory requirements. Implement strong governance and reporting systems for project audits and compliance. Oversee quality control and assurance across all engineering and construction deliverables. 7. Team Leadership & Stakeholder Management ¢ ¢ Lead, mentor, and develop multidisciplinary project teams across multiple locations. Maintain eective communication and coordination with internal and external stakeholders government agencies, consultants, partners, and senior leadership. ¢ Foster a high-performance culture focused on accountability, collaboration, and innovation. ¢ Stakeholder satisfaction and governance score Qualication & Experience: ¢ ¢ Education: o o B.E. / B.Tech (Civil / Mechanical / Electrical) M.Tech / MBA (Project Management / Infrastructure / Finance preferred) Experience: o 2025 years in Infrastructure Project Management, with at least 57 years in a senior leadership role (GM / Cluster Head / Program Director). o Experience in sectors like transportation, power, real estate, water, or urban infrastructure preferred. ¢ Certications (Desirable): PMP®, PRINCE2®, PMI-RMP®, RICS, CCP (AACEI) Skills & Attributes: ¢ ¢ ¢ ¢ ¢ Strong leadership and stakeholder management skills Deep understanding of project nance, risk, and contract management frameworks Excellent negotiation and communication skills Analytical mindset with strategic thinking ability Prociency in MS Project / Primavera / ERP / SAP project modules This document contains informa¢on intended solely for the recipient.
