Billing & Estimate Engineer

Role Description

• Analyze project drawings, specifications, and related documents to prepare accurate interior fit-out cost estimates.
• Conduct quantity take-offs for finishes, partitions, ceilings, joinery, MEP integration in interiors, and other interior components.
• Prepare BOQs (Bill of Quantities) in accordance with project requirements.
• Solicit, review, and compare quotations from suppliers and subcontractors.
• Develop detailed cost breakdowns for labor, materials, equipment, and subcontract works.
• Participate in value engineering exercises and provide cost-effective solutions without compromising quality.
• Prepare and submit RFIs (Requests for Information) to clarify ambiguities in tender documents.
• Assist in preparing tender documentation, pre-qualification documents, and bid submissions.
• Coordinate with design, procurement, and project teams to align estimates with actual execution capabilities.
• Maintain a database of prices, vendors, subcontractors, and historical project costs.
• Monitor market trends and fluctuations in material and labour costs.
• Attend site visits and pre-bid meetings when required.

• Billing Duties
• Assist in preparing cash flow forecasts and cost-to-complete reports.
• Prepare and submit interim (monthly) and final client bills in coordination with site execution teams.
• Verify and certify subcontractor invoices based on site measurements and progress.
• Coordinate with project/site engineers to track work progress and percentage of completion.
• Maintain detailed records of all billing documents including measurement sheets, certified invoices, and billing logs.

Qualifications

• Proficiency in preparing BOQs, rate analysis, and quantity surveying
• Strong analytical skills for evaluating project data and cost estimates
• Experience in managing and operating billing systems
• Excellent communication and collaboration skills
• Bachelor’s degree in Civil Engineering, Quantity Surveying, or a related field
• Knowledge of industry practices and standards is highly beneficial
• Familiarity with the construction or manufacturing industry is an added advantage
