About the role

We are seeking a detail-oriented and experienced Proposal Manager to support our Head of Social Impact in responding to complex RFPs from government agencies, multilateral institutions, and nonprofits. This role is critical to ensuring timely, compliant, and compelling proposal submissions in alignment with client requirements. The ideal candidate will bring deep familiarity with RFP processes in the social impact or public sector domain and excel at managing compliance-heavy, multi-stakeholder responses.

Key Responsibilities

• RFP/RFQ/RFI Analysis: Review and interpret complex RFP documents to identify compliance requirements (financial, legal, administrative), deliverables, formats, and deadlines.
• Proposal Planning: Create submission checklists and timelines. Coordinate internal resources to ensure all sections are developed in time.
• Content Management & Writing: Draft or adapt non-technical sections such as:
• Company credentials
• Legal, commercial, and compliance statements
• Personnel CVs and sample profiles
• Training and implementation plans
• Resource deployment models
• Annexures, forms, and declarations (e.g., non-blacklisting, integrity pacts)
• Proposal Packaging & Formatting: Ensure proposals adhere to required formats (including font, page limits, and templates). Compile final proposal with all supporting documentation.
• Stakeholder Coordination: Work closely with internal stakeholders (legal, finance, HR, delivery, leadership) to gather inputs and validate proposal content.
• Credential Customization: Tailor BeeHyvs credentials and case studies to highlight relevant experience aligned with the RFP requirements.
• Knowledge Management: Maintain a central repository of past proposals, reusable content, and credential materials to accelerate future submissions.

Required Qualifications

• Bachelor’s degree (Master’s preferred) in Business Administration, Computer Science, IT or related fields.
• Minimum 3–5 years of experience supporting software development proposals for government or donor-funded programs, particularly in sectors like health, governance, agriculture, or education.
• Strong grasp of software development project lifecycles (e.g., Agile, fixed-bid models) — especially the ability to translate technical milestones and delivery plans into formal documents for RFPs.
• Strong understanding of government procurement processes in India or similar settings.
• Excellent written English and document management skills.
• Strong organizational skills with an ability to manage multiple submissions under tight timelines.
• High attention to detail and ability to ensure compliance with varied proposal requirements.
• Familiarity with tools like MS Word, Excel, PowerPoint, and PDF editors.

Preferred Qualifications

• Prior experience in responding to ICT4D, eGovernance, health, or social impact project RFPs.
• Familiarity with digital public goods (DPGs), open-source ecosystems, and government digital transformation initiatives.
• Knowledge of QCBS or similar procurement evaluation methods.
• Comfort working in a dynamic and collaborative environment with distributed teams.
