Sr. Manager, HSE Design

Role & responsibilities

• Establish standards, systems, goals and policy and policy documents for Health, Safety and Environment (HSE) performance among projects.
• Expertise knowledge in ISO 14001 (Environmental management systems) & ISO 45001(Occupational health and safety management system) and extend support and guidance with project team for effective implementation of HSE, safety rules and risk mitigation measures during Project execution phase.
• Ensure maintenance of HSE documents as per Integrated Management System requirements & Monthly HSE Performance Reports for Project
• Supervising HSE personnel, managing budgets, schedules, and resources for implementing HSE requirements in compliance with legal and statutory requirements.
• Support projects to implement HSE requirements and provide input, review of documentation for HSE related issues.
• Plan, perform audits and report to confirm HSE compliance with contractual commitments, regulations and environmental permit requirements
• Evaluate/assess/audit Consultant, Contractor and Subcontractors HSE management systems.
• Facilitate safety studies, risk assessments such as Hazard Identification & Risk Assessment (HIRA)/Hazard and Operability Study (HAZOP)/Hazard Identification (HAZID)/Environmental Impact Identification (ENVID)/Safety Integrity Level (SIL)/Quantitative Risk Assessment (QRA)/Consequence Modelling etc to identify hazards and risks, evaluate controls and corrective actions, and assess compliance with regulatory and project requirements.
• Plan, develop training material and co-ordinate HSE training as required by project.
• Liaise as necessary between the company, client, insurance carriers and regulatory agencies in order to provide assistance and resolution in regard to audits, remedial actions and other HSE related issues
• Foster safety culture promotion, awareness and accountability
• Working knowledge of various international codes and standards including NFPA.
• Working experience of softwares such as PHAST, PHA pro, Pipe net etc.
• Understanding of engineering planning and control.
• Experience on Design of Fire water system including fire water demand, PID, layout, datasheets etc.
• Knowledge on Fire & Gas detection system including layout and cause and effect charts, Active and passive fire protection system.
• Knowledge on Hazardous area classification.
• Co-ordination and selection of external third-party agencies for various studies such as risk assessment QRA, Fire and Explosion Risk Assessment (FERA), Dispersion analysis, F&G 3D mapping, Ergonomic study, Project Health, Safety and Environment Review (PHSER), Reliability, Availability and Maintainability (RAM) study, Flare radiation study) during execution and review of final reports.
• Review of equipment layout / 3D model to provide inputs from HSE perspective (escape routes / safety showers / eye wash etc)
• Review / preparation of Process HSE documents such as:
1. HSE plan
2. HSE design philosophy including loss prevention and process safety requirements.
3. Hazardous area classification schedule / layout.
4. Fireproofing schedule / layout.
5. Datasheet of Safety equipment and procurement related activities.

Preferred candidate profile

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Working knowledge of safe work practices and experience in conducting accident investigations, and compliance audits is preferred.
• Proficiency in assisting construction with development of risk assessments and associated job hazard analysis.

Relevant certifications (e.g. OSHA) preferred

• Skills demonstrating the capability to run the HSE function on a medium to large projects
