Role Overview

The Senior Manager – Advocacy & Policy will lead the advocacy portfolio, anchoring a dedicated one-person unit with potential for expansion as the function grows. The role will work closely with key partners, steering committees, and senior leadership to drive policy influence in foundational literacy and numeracy (FLN) at national and state levels.

The position involves designing, driving, and supporting both short-term advocacy campaigns and longer-term policy initiatives to strengthen India’s FLN ecosystem.

Key Responsibilities

Policy Analysis & Strategy

  • Develop concept notes and policy briefs outlining key issues, interventions, and desired policy changes
  • Collaborate with partner networks to identify and prioritise advocacy agendas

Media & Public Engagement

  • Publish articles in traditional and digital media
  • Use social media platforms to raise awareness and mobilise public support for FLN

Government Engagement

  • Build and maintain strong relationships with senior officials in relevant ministries and state education departments
  • Influence policy frameworks and programme guidelines

Evidence-Based Advocacy

  • Gather, analyse, and synthesise policy and programme data
  • Use evidence to inform advocacy strategies and outputs

Network Building

  • Strengthen partnerships with government bodies, networks, and other stakeholders
  • Facilitate alignment and joint action for greater impact

Communications & Mobilisation

  • Create and disseminate communications to update, alert, and activate partner networks
  • Ensure continuous dialogue and mobilisation around advocacy priorities

Qualifications & Experience

  • Postgraduate degree in Public Policy, Education, International Development, or a relevant social sciences discipline
  • 8–12 years of experience in policy advocacy, government engagement, or strategic communications (education/development sector preferred)
  • Strong networks and proven ability to engage senior government officials and policymakers
  • Demonstrated experience in producing policy briefs, analytical documents, and media articles
  • Excellent analytical, writing, and communication skills in English; additional Indian languages are an advantage
  • Ability to work independently while collaborating with diverse stakeholders and guiding collective action

Job Types: Full-time, Permanent

Pay: Up to ₹2,000,000.00 per year
