Position:
Role Overview
The QS & Billing Engineer will be responsible for quantity surveying, measurement verification, bar bending schedules, client and subcontractor billing, and cost monitoring for construction projects. The role ensures accurate quantity control, timely billing, proper documentation, and financial discipline across project execution. This position works closely with site teams, planning, procurement, and accounts to align physical progress with financial progress.
Key Responsibilities
Quantity Surveying, Measurement & BBS
- Prepare detailed quantity take-offs from approved drawings and BOQs.
- Prepare, check, and maintain
Bar Bending Schedules (BBS)
as per approved structural drawings. - Verify reinforcement quantities at site against BBS and drawings.
- Verify site measurements for executed works and maintain Measurement Books (MBs).
- Track deviations, extra items, and variations from the original BOQ.
- Prepare quantity comparison statements (BOQ vs. actual).
- Assist in rate analysis for new and extra items.
Client Billing (RA & Final Bills)
- Prepare, submit, and track RA bills and final bills as per contract terms.
- Coordinate with site engineers and planning teams for execution data.
- Ensure timely submission, certification, and approval of bills.
- Maintain billing schedules and trackers
Subcontractor Billing
- Verify subcontractor bills against site measurements, BBS, and agreed rates.
- Ensure all supporting documents are attached and verified.
- Track bill submissions, certifications, and payment status.
- Resolve billing discrepancies in coordination with site and accounts teams
Cost Control & Reconciliation
- Monitor material consumption against BOQ and BBS quantities.
- Prepare reconciliations for
steel (using BBS), concrete, shuttering, and major materials
. - Support cost monitoring through variance analysis and reporting.
- Assist in cash flow planning and cost forecast preparation.
Documentation & MIS
- Maintain complete QS, BBS, and billing documentation.
- Prepare weekly and monthly MIS reports.
- Support audits, final accounts, and project close-out documentation.
Coordination & Compliance
- Coordinate with planning, QA/QC, procurement, and accounts teams.
- Ensure QS, BBS, and billing activities comply with contractual and internal processes.
- Support handover documentation and final project closures
Requirements
- Diploma / Bachelors degree in Civil Engineering.
7–8 years of experience
in Quantity Surveying, Billing, and BBS in construction / EPC projects.- Strong knowledge of BOQs, measurements,
BBS
, drawings, and rate analysis. - Proficiency in MS Excel; familiarity with ERP or billing software is an advantage.
- Good understanding of contracts, variations, and reconciliation.
- Strong attention to detail and follow-up discipline.
