Proposal Lead – Construction (Oil and Gas)

Job Responsibilities

1. Review of Tender documents – Understand technical scope of work, project scope of work, key contractual terms, Bid submittal requirements.

2. Organize Proposal alignment meeting with various proposal stakeholders for scope clarity, Proposal deliverable commitments and communication protocol.

3. Arrange/ attend Site visits and local data collection

4. Co-ordinate with Engineering departments for MTOs, BOQs and MRs

5. Lead challenging sessions with Engineering for discipline quantity optimization based on analysis / benchmark presented by disciplines.

6. Evaluate and present, to management, various options of Execution/ Subcontracting strategy. Conclude and give direction to discipline teams.

7. Review & finalize first principle resource and cost estimates for Site Construction works

8. Review Construction subcontractor evaluations presented by disciplines, hold negotiation meeting with Subcontractors and finalize the Construction Subcontract Costs.

9. Attend clarification meetings with Customer

10. Evaluate inputs from all proposal stake holders and hold meetings to shape it in line with Tender requirement.

11. Conduct constructability reviews.

12. Conduct Technical and Commercial risk review meetings with key stakeholders and Risk management committee.

13. Closure of actionable items for risk assurance.

14. Compilation of complete Project/ discipline costs, presentation of Cost to management for reviews and approval.

15. Benchmarking comparison / analysis of costs and various work rates with respect to market rates and past data.

16. Review of Technical proposal and prepare key sections of technical writeups as required.

17. Preparation and submission of complete Commercial bids to client.

18. Lead technical & commercial negotiations with Client post submission of Proposal.

Job Requirement :

Mechanical

12 to 25 years of prior experience

3-5 years of experience in Construction cost estimation & proposals

4. Multi discipline exposure is must.

5. Experience in mentoring and training new employees.

6. Preferred with experience in executing the Construction Projects [3 to 5 years at Site is preferable].

7. Preferred with international Project experience (Specifically GCC).
