Job Summary:

The Pharma R&D Park Estate Manager is responsible for overseeing the operations, maintenance, and management of the entire estate, ensuring optimal functionality and upkeep of the parks infrastructure, including buildings, grounds, MEP systems, and equipment. This role requires an individual with a strong engineering background, particularly in Mechanical, Electrical, and Plumbing (MEP) systems, to ensure that all technical aspects of the park are operating efficiently. The Estate Manager will oversee a multidisciplinary team, manage budgets, liaise with contractors, and ensure a safe, clean, and well-maintained environment for tenants, visitors, and staff.

Key Responsibilities:

1. Estate Management & Maintenance:

  • Oversee the maintenance and operation of all park infrastructure, including buildings, grounds, and common areas.
  • Ensure that all estates are well-maintained, clean, and safe, meeting required operational standards.
  • Develop and implement preventive maintenance schedules for building systems (MEP, generators, boilers, etc.), ensuring minimal downtime and efficient performance.
  • Coordinate with technical teams to ensure smooth operation of park utilities and ensure compliance with regulatory standards.
  • Regularly assess the condition of infrastructure and equipment, recommending upgrades or repairs as necessary.

2. Staff Management & Development:

  • Supervise, lead, and manage a team of estate staff, including groundskeepers, cleaners, maintenance technicians, and supervisors.
  • Recruit, train, and mentor staff to ensure they are equipped with the skills and knowledge required for their roles.
  • Conduct regular performance evaluations and provide feedback for continuous improvement.
  • Implement a training program to ensure all staff are up to date with the latest safety, technical, and operational standards.
  • Handle staffing issues, including disciplinary actions, absences, and shifts, as necessary.

3. Budgeting & Financial Oversight:

  • Manage the park’s operational budget, ensuring costs are kept within the approved limits while maintaining quality service levels.
  • Oversee the preparation and submission of monthly financial reports, including bills to tenants and follow-ups on payment receipts.
  • Track expenditures for ongoing and capital maintenance, ensuring cost-efficient solutions are implemented.
  • Identify opportunities for cost reduction and implement measures that enhance operational efficiency without compromising quality or safety.
  • Collaborate with management to create long-term capital expenditure plans.

4. Contractor and Vendor Management:

  • Oversee the engagement and management of external contractors for services such as landscaping, cleaning, pest control, and specialized equipment maintenance.
  • Negotiate contracts, review performance, and ensure compliance with park standards and regulations.
  • Ensure all third-party contractors perform to agreed standards and timelines.
  • Monitor and address any issues or concerns with contractors promptly, ensuring smooth operational flow.

5. Health, Safety & Regulatory Compliance:

  • Ensure the estate complies with all relevant local regulations, health, safety, and environmental standards.
  • Conduct regular safety audits and risk assessments to ensure the park environment is free of hazards.
  • Implement and enforce health and safety policies, ensuring all safety equipment and signage is maintained and operational.
  • Respond to emergencies, ensuring quick and effective resolution in line with safety protocols.
  • Conduct fire drills and other safety training programs for staff.

6. Customer & Tenant Relations:

  • Act as the primary point of contact for tenant inquiries, concerns, and service requests, ensuring a high level of customer satisfaction.
  • Respond to complaints and resolve issues in a timely and professional manner.
  • Develop and enforce customer service standards to enhance tenant experience.
  • Facilitate communication between tenants and the park management, ensuring tenant needs are addressed appropriately.

7. General & Administrative Duties:

  • Participate in management meetings, providing reports and updates on estate operations.
  • Ensure the estate is ready for phase-wise handover, coordinating with project management teams as construction progresses.
  • Manage the estate’s emergency response protocol and on-call duties as required.
  • Attend training sessions to remain current on operational, safety, and legal updates.
  • Perform any other tasks or duties as assigned by the management team.

Required Skills & Qualifications:

  • Bachelor's degree in Engineering (preferably Mechanical, Electrical, or Civil Engineering).
  • Proven experience (10+ years) in estate management, preferably in large-scale commercial or industrial properties, with an emphasis on MEP systems and infrastructure.
  • Strong leadership and team management skills, with the ability to manage diverse teams effectively.
  • Strong financial management skills, with experience in budgeting, cost control, and contractor negotiations.
  • Excellent problem-solving, organizational, and multitasking abilities.
  • Strong knowledge of health, safety, and environmental regulations, especially in industrial and commercial settings.
  • Effective communication and interpersonal skills, with the ability to build strong relationships with tenants, contractors, and internal teams.
  • Familiarity with property management software and Microsoft Office Suite.
